How can you make a difference?
Under the supervision and guidance of the Operations Officer, the Administrative and Finance Associate will be responsible for providing a variety of specialized tasks in administrative and finance functions within the Country Office, ensuring accurate and timely delivery that is in compliance with UNICEF financial and operational rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design. The tasks are expected to be carried out with a high level of independence.
Summary for the job:
Finance Role
- Advise and assist on all aspects related to preparation of reports, compilation of data and answering queries on pledges recorded, funds received, adjustments made to ensure financial compliance, accuracy, and completeness of data for its inclusion into statement of accounts and adjustment of budgets. Advise units of discrepancies and assist to resolve differences in their records.
- Maintains financial records and monitoring systems to record and reconcile expenditures, balances, payments, statements and other data for day-to-day transactions and reports. Act as focal point for liaison with the bank, including updates of signatories and ensuring compliance with HQ requirements.
- Maintain and monitor petty cash accounts, ensuring timely replenishment, accurate documentation, and regular spot checks.
- Prepares recurring reports as schedules and special reports, as required for budget preparation, audits or other reasons.
- Close year-end accounts and assist in the preparation of year-end reports related to accounts receivable, accounts payable, prepayment, deposits, NEP and leave balances, etc.
- Act as focal point for the Global Shared Services Centre (GSSC) in relation to finance, ensuring complete documentation is submitted for timely processing of payments and reconciliations.
- Initiates correspondence to verify data, answers queries and obtains additional information on accounts and financial transactions, as required.
- Maintains liaisons with officials of local banks to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations, and matters pertaining to maintenance of office bank accounts. This includes preparing recurring reports and bank reconciliation.
- Conduct and/or coordinate financial spot checks with colleagues to verify compliance of implementing partners’ activities and financial documentation.
- Performs other financial duties, as required.
Administrative Role
- Support office administration by overseeing cleaning and driving services, coordinating transportation requests and logistics, liaising with building management for facilities-related matters. Manage official vehicle operations and maintenance.
- Support procurement and contract management for the Operations area, including preparation of requests and documentation for goods and services.
- Ensure proper asset management by supporting asset registration, monitoring updates in systems, facilitating disposals, and participating in asset counts.
- Provides travel assistance to staff members for travel arrangements and entitlements based on the organization’s rules and policies.
- Extracts, inputs, maintains, and verifies correctness of travel records in the organization’s travel system to ensure accurate transactions related to travel costs and staff travel.
- Maintain accurate records, filing systems, and correspondence, ensuring administrative processes run efficiently.
- Performs other duties, as required.
Impact of Results
The efficiency and efficacy of the Administrative and Finance Associate directly impacts on the optimum, appropriate, and effective use of resources and efficient financial recording, accounting and reporting, which in turn facilitates management oversight, decision making and quality control.

Minimum requirements:
- Education: Completion of secondary education is required with professional/university level courses in Accounting and Finance/Business administration considered as an asset.
- Work Experience: A minimum of six years of clerical experience in the area of finance, accounting and administration is required.

- Language Requirements: Fluency in Spanish and English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian) is an asset.
