Stretch Assignment: P4/P5 Resource Mobilization Specialist – Develop EMOPS Workstream-Focused Funding Strategy and Business Cases (remote)

Title:  Resource Mobilization Specialist
Level: P4/P5 – we encourage staff from all levels with the relevant experience to apply
Reports to:  Chief, RAPS EMOPS with dotted line to DD EMOPS Geneva/Senior Advisor Government Partnerships, PPD
Duration: 3 months
Section: The incumbent will report to the Chief of RAPS, and work closely with the Deputy Director, EMOPS Geneva, and the Senior Advisor, Government Partnerships PPD, who will provide overall supervision and direction. The incumbent will work with EMOPS Sections, PPD, PFP, and other relevant Divisions (e.g. PG/OOI, ICTD, SD) as well as HQ, RO, and CO Focal Points.

Background

EMOPS serves as UNICEF’s central hub for coordinating and managing humanitarian action worldwide. It ensures that UNICEF is proactively prepared for emergencies and responds effectively when crises strike. This includes overseeing policy development, emergency financing (e.g., Global Humanitarian Thematic, Emergency Programme Funds, preparedness funding), and supporting Country and Regional Offices in preparedness, deployment of surge staff, and rapid response execution. EMOPS also leads UNICEF’s role in inter-agency coordination and cluster leadership and manages the 24/7 Operations Centre and global support infrastructure.

 

Headquartered in New York, Geneva, and Istanbul, EMOPS maintains a strategic global presence complemented by Regional Offices, and looking forward to, the Centers of Excellence. This distributed structure ensures both strategic oversight and operational agility, enabling EMOPS to deliver tailored support and coordination across all levels—from global policy to field-level emergency implementation. Internally, EMOPS comprises the Director’s Office (DO), Humanitarian Field Support Section (HFSS), Humanitarian Policy Section (HPS), Risk Analysis and Preparedness Section (RAPS), and Operational Security (OSC). This Stretch assignment will be situated in RAPS, but will also support HFSS, HPS, and

 

PPD and PFP have clear leading roles in raising resources for UNICEF, but additional support is now needed to set out more intentionally the business and investment case for the work of the EMOPS post PBR, to support both corporate level fund raising with established donors as well targeting any opportunities with new/non-traditional donors for EMOPS. On behalf of EMOPS, RAPS will host a senior staff member on Stretch assignment to focus on developing coherent business cases with support EMOPS Sections (RAPS, HFSS, HPS, GCCS) and work closely with PPD and PFP focal points on donor mapping and strategy development.  Any donor proposals will be agreed with PPD and PFP in advance and aligned with broader corporate RM strategies, as needed. PFP and PPD will retain their leadership role in communication and relationship management with Donors

As possible, connected with timing of donor calls for proposals, etc., the staff member will also assist EMOPS in drafting workstream-focused funding proposals.

  1. Workstream Identification and Donor Mapping

Linked to and building on the EMOPS Resource Mobilisation Handbook:

  1. Work with EMOPS all section chiefs to identify key EMOPS and Cluster workstreams and outputs in the SP/RWP for resource mobilization opportunities
  2. With PFP/PPD, conduct a ‘funding landscape analysis’ to identify potential public sector and private sector donors and their interests
  3. Liaise with Office of Innovation, ICTD, etc.  as needed to identify cooperation opportunities for resource mobilisation.
  4. Work with EMOPS- GCCS and cluster leads to identify resource mobilisation opportunities for clusters (as a collective)

1.1   List of initiatives within 6 EMOPS workstreams that will be the focus of workstream-level fundraising efforts, with rationale on appeal to donors

2. Business Case Development:  

  1. With EMOPS, PPD, and PFP, develop a template for business cases that anticipates the data/content requirements of a wide variety of donors. The template should enable copy-paste for ~80% of all proposals.
  2. Develop business cases, ensuring business cases align with donor requirements and organizational goals. 
  3. Develop project budgets and logical frameworks, iteratively with EMOPS sections.

2.1 Template for business case documents that will serve as universal data sources for a variety of proposals. This should include *at least* overview, detailed description, impact on children, synergies with other UNICEF actions, rationale as innovation (as appropriate), impact on children, risk management, budget and logical frameworks. Other elements TBD.

2.2 Business/investment cases  for each workstream identified in 1.1. Each business case should have a document form and a PPT version.

Duration
This stretch assignment will be for a period of three (3) months remotely.

Minimum Qualifications and Competencies

Qualifications and Experience of Successful Candidate:

  • An advanced university degree in risk financing, international development, social sciences, disaster management, or related field. Alternatively, a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree.
  • At least seven years of experience in resource mobilization, donor relationships, including developing funding strategies and business cases.
  • Experience in CO, RO or HQ donor proposal development and donor relations
  • Proven experience in facilitating multi-stakeholder processes
  • Fluency in English is required.
  • Experience in working in/with PPD and PFP is preferred.

Duration and Modality of the Assignment:

  • The assignment is proposed for 3 months with a start date of 01 October 2025.
  • The stretch assignment will be remote.

 

Funding

The staff member keeps his/her current position, and the Releasing Office will continue to cover his/her salary as per their arrangements. Once the selection process has been completed, the Receiving and Releasing offices will communicate to reach an agreement on the start date for the recommended staff member.

 

Release arrangements

If selected for this opportunity, the staff member will remain in their existing post and will be temporarily situated with the Risk Analysis and Preparedness Section (RAPS) team in EMOPS remotely, and work from their current duty station. Thus, no changes will be made to the staff member’s existing status (post number etc., will all remain as-is). There is no vacant post associated with this stretch assignment.
