How can you make a difference? 

Purpose of the job:

Under the general guidance of the Chief, SBC Section and in close coordination with programme and SBC teams contributes to/responsible for the design, management, monitoring and evaluation of evidence-based, inclusive and innovative digital SBC strategies in support of the country programme.

SBC Officer (Digital Engagement) will manage a range of digital/technology-based initiatives that centre on improving child health, development and protection. It aims to reinforce real-time information, two-way communication, and use of technology for its community and frontline workforce engagement initiatives and endline beneficiaries.

The SBC Officer (Digital Engagement) will assist the programmes with research, data, and evidence to inform the design, measurement, and monitoring of SBC digital programs (including IoGT), design, plan and implement SBC digital engagement initiatives that are backed by social and behavioural evidence, including human centered design, conceptualization and operationalization of the SBC digital engagement portfolio, including Internet of Good Things and RapidPro, by advocating for digital engagement, mobilizing resources, coordinating across stakeholders, sectors and teams, and partnership building and continuous learning, strengthening, and scaling up in SBC digital engagement for both development and humanitarian contexts in Pakistan.

Summary of key functions/accountabilities:

1. Generate and utilize research, data, and evidence to inform the design, measurement, and monitoring of SBC programs and outcomes in both development and emergency contexts and to build the evidence base for SBC.
2. Design, plan and implement SBC activities that are backed by social and behavioural evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
3.  Support operationalization of SBC by advocating for SBC, mobilizing resources, coordinating across stakeholders, sectors and teams, and building alliances and partnerships.
4.  Promote continuous learning, strengthening and scaling up in SBC for both development and humanitarian contexts through capacity building for UNICEF staff, partners and implementers.

To qualify as an advocate for every child you will have…

Minimum requirements:

Education:

  • A university degree (Bachelor’s) in Digital communication, technology for development, marketing, mass communications, social and behavioural sciences, including sociology, anthropology, communication sciences, public relations or another related technical field.

Work Experience: 

  • A minimum of two years of professional experience at the national and international levels in developing, implementing, evaluating, and managing digital engagement for social and behavioral change strategies and content is required.
  • Specialized experience in Open Source, mobile and emerging as well as web-based technology applied to public health/immunization is a requirement.
  • Setup up social listening trackers and managing social listening platforms, especially during emergencies is required.
  • Creating or managing digital engagement content and products for engaging general public through face-to-face and digital interventions is required.

Desirables

  • Proven ability to manage digital engagement platforms and programmes, social and community listening approaches, social research, and tracking, measurement and evaluation of social change is desirable.
  • Designing and implementing innovation-based digital technology for immunization interventions is an asset.
  • Developing country work experience and/or familiarity with health emergencies is considered an asset.
  • Relevant experience in a UN system agency or organization is considered an asset.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts. 

Language Requirements: 

  • Fluency in English is required. Knowledge of local language (Urdu) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
