The Mongolia Country Office Country Programme is committed to protecting children's rights in line with international obligations. The programme priorities were selected based on consultations with national counterparts, United Nations agencies, and development partners to focus on areas that need action to achieve child-related national priorities and reduce equity gaps. The programme priorities, which include Health, Education, WASH and CC, Child Protection, and Social Policy, aims to promote funding, policies, and address geographic disparities across the country.
How can you make a difference?
The purpose of this assignment is to support the UNICEF Mongolia Country Office with the technical development of the subnational CCDRI model for Mongolia, considering factors such as population exposure to climate and environmental and other natural and human hazards, child vulnerability, and lack of coping capacity.
UNICEF is seeking a dedicated and proactive international consultant to Lead the technical development of the subnational CCDRI for Mongolia. The assignment will be conducted with guidance and engagement from UNICEF Mongolia Country Office team working in the Programme section. The consultant may also be invited to participate in meetings with the government counterparts. Engagement of the UNICEF Regional Emergency Specialist (DRR) to the subnational model development will also be expected. Specifically, the consultant will be expected to:
1. Guide and provide technical support to the UNICEF Mongolia Country Office team, national CCDRI consultant, and national stakeholders to ensure the development and refinement of the framework of the CCDRI subnational risk assessment model and identification and prioritization of relevant indicators and national data sources in consultation and collaboration with national stakeholders, including through
- An introduction into the subnational model development process;
- Guidance to the preparation of the draft framework and the selection of indicators for the consultations; and,
- Guidance to the preparation of the national consultation workshop and the review of the framework and indicators after the workshop.
2. Guide and provide technical support to the UNICEF Mongolia team, national CCDRI consultant, and national stakeholders to ensure the construction of the CCDRI subnational model, including through
- An introduction into the subnational model construction;
- Guidance to the collection of available indicator datasets, the cleaning, organization and processing of indicator data, and the calculation of the composite risk index
- A review of the draft model and its consistency; and,
- Guidance to the preparation of the draft documentation of the data sources, methodologies, and assumptions used in the CCDRI analysis.
3. Guide and provide technical support to the UNICEF Mongolia team, national CCDRI consultant, and national stakeholders to ensure the validation and refinement of the CCDRI subnational model, including through
- Guidance to the preparation of the validation workshop;
- Guidance to the model's adjustments after the validation workshop;
- A review of the final model; and
- Guidance to the preparation and review of the final documentation of the model.
4. Guide and provide technical support to the UNICEF Mongolia team, national CCDRI consultant, and national stakeholders to present the CCDRI subnational model findings and recommendations to relevant stakeholders, through reports, presentations, and workshops, including through
- Guidance to the preparation of comprehensive reports, presentations, and visual materials and maps summarizing the CCDRI findings and key risk areas, methodologies, and recommendations for sharing with relevant stakeholders.
The activities above outline the key tasks and outputs that the consultant is expected to achieve during the assignment, focusing on leading the technical development of the subnational CCDRI model of Mongolia through the provision of technical guidance and methodological support to the UNICEF Mongolia team, national CCDRI consultant, and national stakeholders for data analysis and subnational model development, the construction and validation of the CCDRI model, collaboration with UNICEF colleagues and national stakeholders, and for the dissemination of findings.

To qualify as an advocate for every child you will have…
- Advanced university degree (Master’s degree or higher) in environmental sciences, geography, geographic information science, data science, or related field.
- At least 10 or more years of relevant professional experience in risk analysis, vulnerability analysis and its application to multi-stakeholder processes, or closely related areas.
- At least 7 or more years of relevant work experience leading the technical development of data and evidence generation initiatives.
- Direct experience with CCDRI and/or INFORM subnational development is a must.
- Familiarity with CCDRI and/or INFORM subnational processes, stakeholders, and technical support teams.
- Experience with data initiatives in the context of climate, environment, energy and disaster risk reduction and their intersection with children is an asset.
- Experience with developing training materials and skills in facilitating training, workshops, coaching, and mentoring others.
- Knowledge of DRR concepts and demonstrated advanced data understanding and capabilities, especially across climate, environment, energy, and disaster risk reduction contexts.
- Demonstrated ability to navigate and use Microsoft Office 365 (Word, Powerpoint, and Excel or other statistical analysis software).
- Excellent coordination, communication, and partnership development skills.
- Strong analytical and communication skills, with the ability to effectively communicate technical data concepts to a variety of audiences.
- Fluency in English is required.
