Purpose if the Job

The Information Management (IM) Officer will be a key member of the newly established IM Unit which will jointly support the Emergency Section, UNICEF-led clusters and Area of Responsibility (AOR) and sub-national coordination structures, in line with the humanitarian reset’s recommendation on shared resources.

UNICEF currently leads the WASH Cluster and Child Protection AOR and co-leads the Education Cluster; together, these forums have a combined membership of over 300 organizations. The size and complexity of this on-going response requires robust, consistent IM support, allowing UNICEF to meet its Cluster Lead Agency responsibilities.

The incumbent will also play a pivotal role in inter-agency data coordination, working closely with the OCHA IM Unit and the Data Coordination Group (DCG) to ensure coherence, interoperability, and data quality across humanitarian coordination structures.

KEY ACCOUNTABILITIES and DUTIES & TASKS 

The incumbent will be a key member of the Information Management (IM) Unit supporting UNICEF-led Clusters, Areas of Responsibilities and Sector Working Groups at national and sub-national levels, as needed, along with UNICEF Emergency Operations. The Information Management Unit will report to the UNICEF Emergency Coordinator or a designated technical IM lead, under the supervision of the Chief of Field Operations, ensuring effective coverage across coordination forums. The IM Unit will be expected to work cooperatively, providing redundancy back up and support as well as sharing new tools and innovations.

1) Database and information system design and development

  • Support the design, development and management of databases, spreadsheets, systems and other data tools; and understand, document, and ensure the quality, accuracy, consistency and comparability of data.
  • Promote harmonized and coordinated approaches to IM across partners, Clusters/Areas of Responsibility (AORs) and OCHA at national level.
  • Continuously analyze system functioning and suggest potential improvements. This includes adapting existing Cluster databases to the issue-based Humanitarian Needs and Response Plan (HNRP) as well as providing technical support to partners for the transition of Education Cluster and Child Protection Area of Responsibility to sector working groups, in line with agreed transition plans.
  • Collect, compile and provide quality assurance qualitative and quantitative information and coordinate stakeholder reporting activities within and among Clusters in support of the HNRP.

2) Information Management and Quality Control

  • Ensure timely data collection from different sources including partners’ Information Management Systems when applicable. Similarly, ensure quality inputs to interagency reporting mechanisms.
  • Support data analysis of available datasets, and produce regular statistical reports, visualizations, and maps, necessary to facilitate partner service delivery, planning, performance monitoring and decision making. Develop and adapt products to different coordination forums including the Humanitarian Country Team, Inter-Cluster Coordination Group, Cluster Lead Agency and Humanitarian Operations Coordination Group.
  • Ensure data from partners and stakeholders, including governmental entities, is periodically and consistently collected and stored in a way that allows comparability and compatibility and is available for regular and ad hoc analyses to support decision making as appropriate.
  • Use GIS or online mapping platforms (ArcGIS, QGIS) as available to produce or facilitate maps/infographics.
  • Work closely with the inter-agency Data Coordination Group (DCG) and the OCHA Information Management Unit to ensure alignment of data standards, indicators, and reporting templates across clusters and sectors.
  • Contribute to inter-sectoral analyses, joint dashboards, and humanitarian datasets (e.g., PiN, Severity, 5Ws), ensuring coherence and complementarity with OCHA systems.

3) Enhance Information Dissemination and Reporting

  • Ensure timely and accurate dissemination of information to all Cluster partners, including the preparation of media monitoring, newsletters, bulletins, and other reports as required.
  • Facilitate the flow of information between national and sub-national levels to support effective decision-making and coordination, identifying information gaps at different levels and proposing ways to bridge those gaps.
  • Produce visually engaging products and infographics using Adobe Illustrator, Adobe InDesign, or similar design tools to enhance clarity and visibility of data.

4) Capacity building and technical support

  • Provide technical support, training sessions and guidance to partners on reporting on progress and achievements and mapping of interventions as well as on collecting, processing and managing data. This includes responding to user ad-hoc inquiries.
  • Develop and deliver training sessions to systematically improve the capacity of government partners ensuring readiness to take on additional data collection, processing and analysis as part of the transition to coordination of emergency response under sector working groups.
  • Support the development of guidelines, SOPs, documentation, Indicator Handbooks and other learning materials on data collection, analysis and management for Cluster and partner staff.
  • Perform field visits to provide system technical support, and user support to Cluster/Sector Working Group Partners.

5) Evidence Generation

  • Support assessment and needs analysis activities, including humanitarian needs overviews, the multi-sectoral needs assessment, sectoral assessments, raw data reviews, initial rapid assessments; support the management of platforms and tools that support data collection and analysis such as KoBo Toolbox, ONA, ODK and Survey123.
  • Implement regular secondary data reviews with a special focus on data generated by other Clusters as well as administrative data from partner government agencies.
  • Generate reports, presentations and/or visualizations of findings from assessment and needs analysis activities.

6) Other duties as assigned

  • Represent UNICEF in the Information Management, Analysis or other relevant technical Working Groups, including ad-hoc working groups such as those initiated to develop the HNRP.
  • Support Cluster coordination functions including organizing, minuting and/or leading coordination meetings or attending on behalf of a Cluster or UNICEF.
  • Contribute to the monitoring of the core cluster functions (as outlined by the IASC Reference Module) through the Cluster Coordination Performance Monitoring or other tools.
  • Perform any other duty required by the supervisor on data collection, analysis, presentation, visualization and reporting

KEY END-RESULTS EXPECTED

  1. Ensure the availability of an operational, interoperable information management system that consolidates partner data and is adopted by cluster partners
  2. Oversee timely, accurate and standardized partner reporting by maintaining a centralised data repository with routine validation and monthly quality checks.
  3. Produce and circulate concise, decision-focused information products (dashboards, briefs, maps, infographics) on a regular schedule to inform cluster coordination and senior management.
  4. Strengthen partner information management capacity through targeted training and helpdesk support, demonstrated by improved reporting completeness and partner confidence in IM tools.
  5. Deliver timely, high-quality assessments and analytical products that feed programme planning and resource-mobilisation decisions.
  6. Provide consistent IM representation and operational support in coordination forums.

Minimum requirements:

Education:

  • A University degree or equivalent in a relevant field or discipline such as geographic information sciences, statistics, computer science, Information Technology, Information Systems or Engineering.

Work Experience: 

  • A minimum of 2 years of relevant professional experience with management information systems and/or planning and monitoring in large organizations or at country level.
  • Demonstrated technical proficiency in Power BI, Microsoft Excel (Power Query, Power Pivot).
  • Experience with ArcGIS or QGIS for geospatial data visualization and analysis.
  • Proficiency in ActivityInfo or similar for partner reporting, monitoring, and 5Ws data management.
  • Ability to design and produce high-quality visual and print materials using Adobe Illustrator, Adobe InDesign, or similar tools.

Language Requirements: 

  • Fluency in English and local language of the duty station is required.

Skills: 

  • Good interpersonal and communication skills and good analytical skills.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts. 
  • Technical proficiency inDAX for data modelling and interactive dashboards is desirable.
  • Experience with R or other statistical software for data analysis and automation workflows is desirable.
  • Developing country work experience and/or familiarity with emergencies is considered an asset.
  • Relevant experience in program/project planning and monitoring in a UN system agency or organization is an asset.
  • Knowledge of another official UN language is considered as an asset.

This position is based in Kyiv and the incumbent will be expected be work on-site. However, depending on the security conditions and advisory, s/he will be required to relocate within Ukraine.
