This position is within the Division of Finance and Administrative Management (DFAM) and focuses on identifying and analyzing financial counterparty risks, overseeing the development and implementation of controls to monitor and alleviate risks for financial counterparties approved by DFAM Treasury including potential financial counterparty risks that could affect UNICEF’s programs, fundraising, and operations. This requires close collaboration with unit heads of the TSF Section, particularly the Chief of Banking Unit, and coordination with Regional and Country Offices, as well as other HQ divisions.
National Data Consultant Turkmenistan
UNICEF continues to support government partners in the child protection system strengthening in Turkmenistan through the provision of advanced services to children and families in need, which will strengthen mechanisms for preventing and responding to violence against children. Following the CRC Committee observations to Turkmenistan (2024), and the UNICEF vision under the new Country Programme Document 2026-2030, the Government of Turkmenistan is prioritizing the development of the Concept on Alternative Care. For this purpose, it is envisaged to undertake a study to understand needs of vulnerable families, to document adoption and guardianship procedures and standards, and to examine the factors driving placement of children into residential care. UNICEF will be hiring a national data consultant to support the study.

National Consultant on Supporting Child-Sensitive NDC Development and Climate Policy Modelling in Uzbekistan Uzbekistan
The national consultant will lead efforts to ensure that Uzbekistan’s updated Nationally Determined Contributions (NDCs) are child-sensitive, aligning with UNICEF’s global guidance and the NDC Toolkit for Children. Additionally, the consultant will support in modelling and analytical work related to National Adaptation Plan (NAP), Biennial Transparency Reports (BTRs), and NDCs.
National Consultant to conduct analysis on Public Social Spending and Child Budget Analysis in Turkmenistan Turkmenistan
The purpose of this consultancy is to provide technical support and coordination to International Consultant in Social Spending analysis with a focus on child budget and disability budget components. The assignment aims to ensure that social protection investments are better aligned with children's needs and rights, as outlined in the UN Convention on the Rights of the Child (CRC) and the Convention on the Rights of Persons with Disabilities (CRPD). This will be achieved through the on-the-job training of Ministry of Finance and Economy and relevant social sector ministry staff, focusing on budget assessment, strategic planning, budget formulation, budget execution and monitoring, and budget reporting. Results of the Assessment will contribute to the Public Spending module of the ongoing CODI Assessment.
