For every child protection  

Turkmenistan completed the latest Population and Housing Census in December 2022. The Census main results were made public via the website of the State Statistics Committee of Turkmenistan https://www.stat.gov.tm/population-census . The publication consists of 11 chapters including population numbers and spatial distribution; age and sex groups, marital status; education; ethnicity; fertility; migration and citizenship; income sources; structure of households; employment; housing; and housing conditions. 

UNICEF believes that census is a vital statistical exercise that collects foundational data on populations, including children. However, this data is often underutilized to generate child-specific information and products. Census is an opportunity to leverage an existing data generation system to improve data use, strategic planning and decisions grounded in data for children. By effectively utilizing census data, countries can enhance their strategic planning and policy-making processes, ensuring data-driven decisions that directly improve the lives of children. This approach will also support evidence-based advocacy, enabling stakeholders to address child-related issues more effectively and foster a collaborative environment for sustainable development and child protection.

With these in mind, as well as taking into account the national aspirations to deliver tangible results in protecting and promoting child rights in Turkmenistan, UNICEF and State Statistics Committee of Turkmenistan (SSC) initiate a process for developing a thematic report on “Children in Turkmenistan” based on census data. It is expected that the publication will outline key areas where child-related census data can provide valuable insights, supporting the development and implementation of policies and programs aimed at enhancing child welfare in Turkmenistan. To support this process of developing the publication, UNICEF is looking for a national consultant to work with census data and prepare the data sets on demographics and socio-economic variables.   

How can you make a difference? 

Purpose of the Job

Under the overall supervision of the Child Rights Monitoring and Evaluation Specialist and a focal point from the State Statistics Committee, the National Child Data Consultant (NCDC) will support the processes of developing the content for the publication “Children in Turkmenistan”. The NCDC will communicate effectively between the UNICEF CO and SSC, responding promptly to related needs and issues as they arise.

Main Tasks Related to the Job

  1. Develop and consult with UNICEF and SSC the outline of the publication suggesting the content and thematic areas including demographic profiles, family and household composition, education, health and disability, socio-economic status, child labor, and migration.
  2. Upon agreement with UNICEF and SSC identify and compile a set of data coming from the 2022 Census data for the publication. In case of limitations with published Census data (for instance the age groups) work directly with the SSC to obtain and tabulate the data required.
  3. Draft the introduction, key messages and analytical text with child-specific insights; develop the tables and charts with corresponding data. 
  4. Incorporate the feedback from UNICEF and SSC into the draft publication.

Develop the publication in three languages – Turkmen, Russian and English.

Confidentiality of Data

The NCDC must respect the sensitivity of Census data especially the data provided by the SSC in addition to the public data. The NCDC can use the documents and the datasets only for the tasks related to these Terms of Reference.

  2. The child-related data set is compiled and agreed with UNICEF and SSC.
  3. The draft publication “Children in Turkmenistan” developed and shared with UNICEF and SSC for feedback.
  4. The feedback from stakeholders received and reflected in the draft.
  5. The publication is developed in Russian and then translated to Turkmen and English.
  6. Final version of the publication “Children in Turkmenistan” in three languages delivered to UNICEF and SSC in electronic format.

  3. Draft the introduction, key messages and analytical text with child-specific insights; develop the tables and charts with corresponding data (10 days in May). 
  4. Incorporate the feedback from UNICEF and SSC into the draft publication (3 days in May 2025).
  5. Provide final version of the publication in three languages – Turkmen, Russian and English (10 days in May 2025).

April-May 2025

 

No travel is expected under this assignment. The consultancy fee will be paid in a lump sum upon completion of all deliverables.  

 

To qualify as an advocate for every child you will have… 

  • University degree in Demography, Economics, Statistics, Social Sciences or any other related technical field is required. 

  • Proven minimum of 5 year experience in management and/or analysis of quantitative household surveys or censuses.
  • Strong computer skills and strong expertise in statistical analyses.
  • Experience in data analysis, survey report writing and developing thematic publications covering child data.
  • Excellent knowledge of Russian and Turkmen. English is desirable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
