The UNICEF ROSA’s education team seeks a consultant to map, analyze, disseminate and promote the application of the best practices in relation to the use of learning and skills assessment data for improving learning and skills outcomes in South Asia, in both development and in emergency contexts. The consultant will help implementing the regional programme aiming at strengthening national capacity for improving the use of robust learning and skills assessment data for improving learning and skills outcomes. The consultant will support UNICEF’s objectives on 1) accelerating foundational learning (i.e. basic literacy and numeracy and socio-emotional skills) through upscaling the use of best practices, starting from early childhood and including digital learning solutions; 2) strengthening education and skills systems, policies, and practices; and 3) Increasing the production and use of regional and global knowledge on the best practices for improving learning and skills outcomes.

Scope of Work:

The consultant will be working closely with the education teams in ROSA and South Asia Country Offices, in support to the regional programme for improving the use of robust learning and skills assessment data, on the following activities:

  1. Perform a review and analysis of assessments tools and related best practices (in South Asia and beyond) in relation to i) inclusion of children with disabilities; ii) climate/environmental knowledge inclusion; iii) the use of digital solutions for assessment; and iv) the use of learning and skills assessment data (all types of assessment) in the following contexts:
    • in development context at national level (e.g. for informing policy making and/or reporting on SDGs), mid-tier management level (for monitoring and supporting schools), school/classroom level (e.g. through formative assessment for targeted instruction), grassroot/community level (e.g. within school dashboards for supporting social accountability) and
    • in emergency context as implemented by emergency response planners, programme managers, teachers and learning centers managers, and community frontline workers

2. Develop and disseminate guidelines and a repository of assessment tools and related best practices -including through updating of the allchildrenlearning.org platform- in relation to i) inclusion of children with disabilities; ii) climate/environmental knowledge inclusion; iii) the use of digital inclusive solutions for assessment; and iv) the use of the related learning and skills data in development and emergency contexts, as described in point 1 above.

3. Organize and deliver at least 4 multi-country webinars, and workshops at country level in at least 3 countries for supporting policy dialogue with government counterparts, development partners and emergency practitioners, for the implementation of the best practices identified.

4. Develop advocacy and resource mobilization materials, including best practices briefs (at least six), short human-interest stories/videos (at least three); concept notes/proposals for extension of the regional programme (at least two), etc.

5. Support the coordination, and implementation of the regional programme.

Three missions to countries in South Asia

 

Note: 

For this assignment, travels are planned to be done in a selected number of South Asian Countries, still to be determined. The consultant will be responsible for arranging their own travels, in alignment with UNICEF policy. Travel costs will be re-imbursed based on proof of payment for tickets + boarding passes and any other reimbursable payments agreed as per contract and in line with UNICEF policy.

This consultancy will be completed between July 2025 and August 2026. Preferably based in Kathmandu, Nepal for the duration of the contract but remote-based consultancy is also an acceptable option.

To qualify as an advocate for every child you will have… 

 
  • An advanced university degree with experience in Education, Social Policy, Economics, or a related field. 
  • Minimum of 5years of professional experience at a national and international level in education, preferably with experience working on policy, systems and assessment.
  • Experience in coordinating projects and organizing workshops and virtual events.
  • Knowledge of education statistics, learning and skills assessment and data analysis.
  • Relevant experience in the South Asia region is considered as an asset.
  • Relevant experience in an UN system agency or organization is an asset.

  • Good knowledge of education systems and policy.

Languages:

  • English required – excellent writing, speaking, and reading.
  • Speaking and reading in one or more South Asian languages is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
