UNICEF in Bangladesh is leading on a comprehensive Education Sector Analysis (ESA), being undertaken to inform national education planning processes and contribute to evidence-based policy dialogue. The ESA is part of the series of analytical work led by UNICEF as part of the GPE’s System Capacity Grant allocation to Bangladesh including the Enabling Factor Analysis and Partnership Compact. The ESA draws on both quantitative and qualitative data sources and aims to provide a robust diagnostic of the education system across equity, efficiency, learning outcomes, system governance, financing, and resilience aligned with the global ESA guidelines.

Multiple research components are underway, including:

  • Draft ESA based on secondary review and analysis of quantitative data and key reports and studies in alignment with the GPE ESA methodological guidelines
  • A qualitative study involving classroom observations, focus group discussions (FGDs) with school stakeholders, and key informant interviews (KIIs) with policymakers and partners
  • Focused analyses of household-level education expenditures and public spending

Given the diversity of these research strands and at times their progress with limited coordination, we are looking for short-term consultancy support to ensure coherence, integration, and alignment across the evidence base.

How can you make a difference? 

The purpose of this consultancy is to synthesize the different strands of the ongoing research and evidence inputs into a coherent, analytically sound, and policy-relevant narrative in the form of an ESA. We are seeking a consultant to serve as both technical reviewer and writer. The role will focus on refining and connecting existing content, enhancing the analytical narrative, and ensuring internal consistency with ESA guidelines.

Scope of Work:

The consultant will:

3.1. Conduct a rapid assessment of all draft materials and data inputs, identifying gaps, overlaps, and inconsistencies in coverage, structure, and interpretation.

3.2. Consolidate and revise the draft ESA focused on:  

  • Integrating findings from various sources (quantitative, qualitative, financial, household surveys, etc.) into a cohesive analytical narrative
  • Providing clarity, strengthening evidence-based insights, and improving policy relevance.
  • Ensuring consistent interpretation of data and terminology
  • Strengthening cross-referencing and thematic coherence
  • Aligning narratives across sections and sources

3.3. Ensure overall alignment with GPE ESA methodological guidelines, including appropriate treatment of cross-cutting issues (gender, equity, resilience, learning outcomes).

3.4. Support the final review process, including preparation of presentation summarizing key findings and recommendations as well as incorporating internal and external feedback into a final, ready-to-share report.

To qualify as an advocate for every child you will have… 

Knowledge/Expertise/Skills required:

  • Master’s degree in education, Public Policy/Administration, Governance, Development Studies or Social Science discipline
  • At least 10 years of experience in education sector diagnostics
  • Familiarity with ESA guidelines (GPE/WB/UNICEF)
  • Strong writing skills
  • Experience interpreting complex education datasets for policy implications and communicating findings to stakeholders.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
