Jordan’s growing youth population presents both a strategic advantage and a pressing responsibility for national institutions. With a significant portion of the population engaged in youth-centered programs and policies, ensuring their effectiveness has never been more critical. As the Ministry of Youth continues to implement large-scale initiatives, such as the National Youth Strategy and the Volunteerism Strategy, there is a growing need to systematically monitor outcomes, measure impact, and adapt interventions based on evidence. While these programs are ambitious and well-positioned to empower youth, the gap between strategic intent and measurable impact remains a challenge. To close this gap and ensure accountability, it is essential to institutionalize robust monitoring and evaluation systems that provide real-time insights and inform decision-making. By embedding a culture of evidence and continuous learning, Jordan can transform its demographic opportunity into a powerful engine for inclusive development and national resilience.
How can you make a difference?
The consultant will work closely with the Ministry of Youth and UNICEF to operationalize comprehensive M&E systems across multiple national projects. The Key deliverables are the following:

Comprehensive M&E Framework: Design and operationalize a comprehensive Monitoring, Evaluation, and Learning (MEL) framework that aligns with the Ministry’s strategic priorities and UNICEF’s programming goals. The framework will include standardized tools, processes, and templates for monitoring project implementation, evaluating impact, and promoting adaptive management.

Field Monitoring and Audit Reports: Conduct regular field visits and performance audits across targeted project sites. Deliver clear, actionable monitoring and audit reports that highlight compliance issues, implementation challenges, and areas for improvement.

National Youth Survey – Design and Implementation Support: Support a scientifically sound and methodologically rigorous design for the National Youth Survey. Oversee data collection, quality assurance, and analysis, and produce a final survey report with insights, sectoral trends, and policy recommendations.

Key Performance Indicator (KPI) System: Design a robust KPI system that tracks departmental, team, and project-level performance. This includes setting SMART indicators, creating KPI dashboards (e.g., using Power BI), and conducting quarterly performance reviews with recommendations for improvement.

Post-Implementation Evaluations and After-Action Reviews: Lead post-project evaluations and After-Action Reviews to document lessons learned, measure long-term outcomes, and inform strategic planning for future interventions.

M&E Policy Briefs and Strategy Papers: Develop and submit policy briefs on performance management, data governance, and evidence-based decision-making, supporting the Ministry in institutionalizing sustainable M&E practices.

Training and Capacity Building Materials: Design and deliver training modules and materials to build the capacity of Ministry staff in M&E methodologies, data analysis, and results-based management. Facilitate workshops and coaching sessions for relevant departments.

Quarterly and Annual Analytical Reports: Produce narrative and statistical M&E reports, including trend analysis, key findings, visual dashboards, and strategic recommendations. Reports should be tailored to inform senior leadership, donors, and cross-sectoral stakeholders.
To qualify as an advocate for every child you will have…
- Advanced university degree in Monitoring and Evaluation, Public Policy, Development Studies, Education, social sciences, statistics, planning development, planning or another related field.
- A minimum of 8 years of progressively responsible professional experience in Monitoring and Evaluation (M&E), project performance management, or related fields, with a strong focus on cross-sectoral development projects is required.
- Expertise in designing and operationalizing Monitoring, Evaluation, and Learning (MEL) frameworks, with experience aligning these systems to institutional and donor strategies (e.g., UNICEF, government entities) is highly desirable.
- Proven expertise in leading field-level monitoring and performance audits, with the ability to produce clear, actionable reports that drive program improvement is highly desired.
- Significant experience in designing, implementing, and reporting on large-scale surveys, including instrument development, quality assurance, data analysis, and policy translation.
- Expertise building Key Performance Indicator (KPI) systems and dashboards (e.g., using Power BI and Excel) to support evidence-based decision-making and performance reviews.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Applications submitted without a financial proposal will not be considered. The financial offer should be a lump sum for the whole assignment including Travel if applicable.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
