The One Bagh, One School initiative aims to improve equitable access to quality early childhood and primary education in Mongolia's remote and underserved baghs by constructing inclusive, climate-resilient, and child-friendly school complexes. The initiative will reduce dormitory dependency, strengthen family bonds, and improve learning outcomes for approximately 37,000 children across 175 underserved baghs. Each complex will include classrooms, equipped for digital learning, kitchen space, WASH facilities, and teacher accommodation room.

Purpose of Assignment:
The purpose of this assignment is to support the monitoring and reporting on all stages of works for the above projects. This assignment will carry out review of site assessment reports, review of drawings and technical specifications, bill of quantities and cost estimates, site inspection and site meetings.
Scope of Work:
The consultant will report directly to the Representative providing technical support on One Bagh, One School construction project includes planning, support to procurement, as well as monitoring of construction works on site. The consultant will collaborate closely with UNICEF Education Programme and Project Management Unit (PMU) in defining construction interventions to meet programmatic needs and achieve results for children.
- Monitor and report on technical field assessments to inform the design and planning work and meet relevant stakeholders;
- Monitor the technical drawings and Bills of Quantities as required and in close cooperation with the PMU to provide feedback and reports;
- Work closely with Local government and relevant local authorities to ensure that all necessary documentations and authorization are provided or approved
- Monitor progress and quality of all infrastructure rehabilitation and construction projects daily under partner implementation;
- Oversee the construction process at the site of works, and report back on progress and quality issues
- Check if all construction works are carried out in accordance with specifications, Bills of Quantities, and cost estimates indicated in the relevant contract documents and cooperation agreements
- Maintain records of the quantities of works (and work components) executed by consulting engineering firms and the contractors;
- Assist in the preparation documents for final inspection of works and hand-over to the beneficiaries;Maintain organized files (electronic/hard copy) containing all pertinent documentation on the construction projects, and all other UNICEF construction activities;
- Conduct joint site assessments with PMU and implementing partners;
- Prepare progress reports for project team as well as donors;
- Organize site visits requested by donors.
Contract duration: 6 months
Type of engagement: Deliverable based consultant
Travel: The consultant will be expected to travel to the provinces where the construction sites are located
To qualify as an advocate for every child you will have…
- A University degree in Civil Engineering or a University Degree in other relevant area of engineering related to design, construction and maintenance of structures
- At least five (5) years’ experience working on construction projects in a project coordination capacity
- Experience working on similar education projects is highly desirable, relevant work experience in the construction sector is required.
- Working experience with UN and/or UNICEF is an asset.
- Excellent written and oral communication skills in English and Mongolian
- Proficiency with Autocad (or drafting equivalent software), GIS Software, Xcel and MS Word required, familiarity with other software programs a plus.
- Ability to travel within provinces is essential.
- A high level of interpersonal, management skills, integrity and ability to work with complex teams.
- Proven ability to work under pressure and meet tight deadlines with minimum supervision.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
