Purpose of Activity/Assignment:

Support UNICEF Education section and the Ministry of Preschool and School Education in implementation and monitoring of the ISDB funded project aimed at raising the quality of Preschool Education in Uzbekistan (in particular, CCTV equipment installation and monitoring repair in 6 regional centers for successful and efficient establishment of the regional centers for In-service training for preschool teachers).

Scope of Work:

Early Childhood Development and Education is one of the priority areas of the UNICEF Uzbekistan Country Programme. UNICEF has been providing technical assistance to the Government of Uzbekistan in its efforts to improve access to quality Early Childhood Education services.

Within the framework of the Joint Work Plan of UNICEF Uzbekistan with the Ministry of Preschool and School Education (MoPSE) for 2023-2025 and under the IsDB project “Enhancing Access to Quality Preschool Education in the Republic of Uzbekistan”, UNICEF supports improving the quality of preschool education by reforming the professional development system to strengthen the capacity of preschool teachers and managers. Under this project, 11 resource centers for professional development of preschool education staff should be established in 11 regions on the basis of In-service teacher training centers (Centers of Pedagogical Skills). UNICEF is responsible for equipping these centers and the Government is responsible for the repair works. In 2024-2025 five resource centers were established and equipped in the Republic of Karakalpakstan, Khorezm, Andijan, Samarkand and Kashkadarya regions and the CCTV Consultant provided effective technical support to the regional centers during monitoring visits and worked collaboratively with local teams, UNICEF staff, and the CCTV company to ensure the smooth, and timely installation of the equipment.

In the second half of 2025 and beginning of 2026 it is planned to establish and equip six more centers in the following regions of Uzbekistan: Syrdarya, Djizzak, Namangan, Fergana, Surkhandarya and Tashkent regions. To prepare the centers for operation and installation of the equipment an overall project design for 3 rooms (auditorium, computer class and laboratory) was prepared in 2024. Based on this design the regional/district departments of education will organize the required repair and maintenance to prepare the rooms in the centers for operation and for installation of the equipment.

To monitor the quality completion of the repair and installation of video surveillance equipment it is necessary to hire a national specialist, who will be working in collaboration with UNICEF and the national and regional counterparts (MOPSE, ISTTI and regional centers for pedagogical skills). Under the overall supervision of the ECD Officer and in consultation with Programme officer (Supply Chain) the Consultant will support the design and installation of the video surveillance system and conduct monitoring of the repair process in six regional centers in accordance with the below-mentioned scope of work.

Duration of the IsDB Project is 2023-2026. Duration of the current assignment is August 2025 – March 2026 with possible extension depending on the project needs and completion of the repairment works in the regions.

Scope of Work:

The individual consultant is expected to:
1. Examine the project sites (3 rooms) in each of 6 allocated regional centers in 6 regions: Syrdarya, Djizzak, Namangan, Fergana, Surkhandarya and Tashkent regions.
2. Develop a design of the systems layout for the installation of Cross-circuit television (CCTV) system (video surveillance).
3. Supervise installation of the CCTV equipment and ensure its operationalization through necessary testing and tuning.
4. Conduct final inspection of established CCTV system.
5. Conduct field monitoring of the quality of repair in 6 regional centers.

Work Assignments Overview - Deliverables/Outputs - Timeline

  1. Develop a project design for installation of the Video surveillance system (including a plan for the location of equipment and cable routes, an explanatory note and general data, a block diagram, the location of equipment in the cabinet, a cable log, a typical installation of equipment). Developed design for the equipment placement will be shared with the consultant. Detailed layout plan, design with specifications. The project plan must be provided in the PDF format. By 20th of August 2025
  2. Supervise installation of the system to ensure it is fully operationalized (including its installation, testing, set up and tuning) and accepted. Subject to the schedule agreed with UNICEF and completion of the repairment works in the regions. October 2025 – March 2026
  3. Monitor the quality of repairment works in 6 regional centers and provide recommendations to UNICEF and the regional center’s management. Trip reports for each visit and monthly progress reports, August 2025 – March 2026
  4. Monitor the work of equipment and provide troubleshooting support (when necessary) in the first 5 regional centers (Andijan, Khorezm, Kashkadarya, Samarkand regions and the Republic of Karakalpakstan) At least 1 trip to each of 5regions. Trip reports for each visit, October-December 2025

Total: 55 days

Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. 

Please submit a professional fee (in USD) based on 55 working days to undertake this assignment, without travel fees as this will be reimbursed as and when they take place.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Travel Local: At least three visits to each project site (1-2 days each visit): 1- to examine the rooms and develop the Project designs in 6 regions; 2- to monitor the repair process; 3- to supervise installation of CCTV equipment; and at least 1x 1 day visit to each of the old 5 regions.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Advanced Degree in Specialized Secondary Education in one of the disciplines relevant to the following areas: engineering, IT, construction
  • Work Experience: Required expertise and first-hand experience in developing design, installation and operationalization of similar CCTV equipment and video surveillance systems in different locations.
    Understanding of normative requirements for similar equipment as well as national/existing standards in this field. Proof of similar experience and/or contracts with the national/international organizations.
  • Skills: Understanding and experience in repair/construction works. Good analytical and report writing skills.
  • Language Requirements: Russian and Uzbek are preferable.
