The UNICEF Refugee Response Office (RRO) in Poland was established in March 2022 to support the efforts of the Polish Government to respond to the large-scale influx of Ukrainian refugees in Poland. The emergency response is planned and monitored according to the Humanitarian Action for Children (HAC) framework which is developed every year based on the assessment of humanitarian needs of Ukrainian refugees in Poland, and in line with the inter-agency Regional Refugee Response plan (RRP).

The UNICEF Refugee Response Office in Poland monitors results on an ongoing basis to ensure alignment with  humanitarian programme response targets in Poland. This commitment is guided by UNICEF's core commitments for children and results framework under the Humanitarian Action for Children (HAC), which not only sets benchmarks for performance but also underscores monitoring and reporting obligations. The RRO implements UNICEF's humanitarian performance monitoring (HPM) system, with a focus on high-frequency critical program indicators to ensures adequate response monitoring. It also places a strong emphasis on the coverage and quality of its assistance populations, with a focus on accountability for the affected population (AAP).

As part of the programme effectiveness and accountability to its stakeholders, UNICEF regularly collects data, analyse it and share the reports on the humanitarian performance interventions as part of the corporate requirements and also complying with specific donors’ requirements. To fulfil its monitoring and reporting obligations, UNICEF RRO needs intermittent support to complement a part of its monitoring and reporting function. Therefore, UNICEF Poland is looking for a national consultant to support in coordination of HAC, HPM and field monitoring, reporting and quality assurance of various corporate, quarterly, annual and donor reports.

How can you make a difference? 

The aim of the assignment is to contribute to the planning, monitoring and reporting of the programme results and support the quality assurance process ensuring that good quality results and  relevant reports are prepared in timely manner.  The Poland Refugee Response office will engage a national consultant to work with the program coordination team. The consultant will:

1. Strengthen Programme, Planning,  Monitoring and Quality Assurance:
The consultant will play a key role in supporting the planning and monitoring and functions of the UNICEF Poland Refugee Response Office. This involves supporting the development of the annual work plans preparing performance analyses, reviewing and providing recommendations on annual work plans and partnership documents, and conducting regular master data and indicator reviews. The consultant will ensure that planning documents and updates are of high quality and delivered on time, enabling evidence-based decision-making and effective programmatic adjustments. In addition, the consultant will coordinate the preparation and execution of field monitoring plans and updates, helping to ensure systematic tracking and quality assurance across all sectors and activities. Consultant will maintain and manage RRO’s knowledge-related databases and organize and update the SharePoint site. 

2. Enhance Data Collection and Humanitarian Performance Monitoring:
The Consultant will support the routine field monitoring of key programme indicators for UNICEF RRO programmes and provide  tracking and analyzing findings of monitoring to guide programme and management decisions; provision of support and expert guidance for the preparation of the field monitoring plan and tracking progress of the completion of the field visits and its reporting in the e-tools.
The assignment includes responsibility for overseeing quarterly data collection and quality reviews, managing humanitarian performance monitoring (HPM) systems, and maintaining timely and accurate data tracking and analysis. The consultant will support the integration of monitoring and reporting systems such as Activity Info (ARC) and HPM, ensuring that performance data informs both internal management and external reporting. The consultant will also represent UNICEF interagency coordination platforms—including the Information Management Working Group (IMWG) and regional planning meetings, contributing to effective coordination, joint work planning, SEIS consultations, and collective problem-solving. The consultant also is expected to provide advisory support to UNICEF RRO for specialized data collection efforts, such as SEIS and health surveys, and help track progress on refugee children and adolescents and partner performance, ensuring alignment with UNICEF RRO priorities.

3. Support Comprehensive Reporting and Representation:
The consultant will be responsible for coordinating the preparation, review, and timely submission of key reports UNICEF RRO, including Consolidated Emergency Reports (CER), Situation Reports (SitReps), End-Year Summary Notes, and Annual Reports. They will develop and maintain a donor reporting tracking system to ensure deadlines are met and submissions are quality assured. The consultant will represent UNICEF Poland RRO in relevant inter-agency and regional meetings related to planning, appeals, and performance monitoring (e.g., HAC, RRP, HPM), documenting outcomes and facilitating the flow of critical information between partners. The assignment also includes support for the final evaluation process, ensuring that all reporting activities contribute to continuous learning, accountability, and improved program performance.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Advanced university degree in the social sciences (such as sociology, social anthropology, and development studies), Economics/Statistics or related fields relevant for the assignment.
  • Work Experience: At least 3 years experience in Results-Based Management (RBM) planning, monitoring, and reporting in humanitarian or development operations, with a proven track record in UNICEF systems and processes.
  • Familiarity with refugee response and exposure to emergency programming and monitoring in Poland.
  • Knowledge of UNICEF’s corporate reporting and performance monitoring systems, including the Results Assessment Module (RAM), ActivityInfo (ARC), and Humanitarian Performance Monitoring (HPM), Field Monitoring module (eTools).
  • Strong data management, analysis, and reporting skills, with hands-on experience leading quality assurance, consolidating inputs, and preparing high-quality donor, situation, and annual reports for international audiences.
  • Proficient language and communication skills in both English and Polish (spoken and written)

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF.
