How can you make a difference? 

The purpose of this consultancy is to support the Department of Drugs and Food (DDF), Ministry of Health (MoH) of Cambodia, in revising the Guidelines on the Management of Medicines, Medical Equipment and Health Products. These guidelines, originally developed to strengthen supply chain practices at the Health Centre, Operational District and Referral Hospital levels, require updating to reflect current policies, practices, and supply chain system improvements.

The international consultant will lead the development, provide strategic oversight and high-level technical guidance to support the revision of the guidelines and training materials, and the development of standard operating procedures (SOPs) and job aids. The international consultant will work closely with the UNICEF supply chain team, a national consultant, MoH, Core Working Group and key stakeholders to ensure the guidelines, standard operating procedures (SOPs), job aids and training materials are practical, evidence-based, and aligned with the current national context and international standards. In particular, the international consultant will work in collaboration with the national consultant, providing technical leadership and guidance on international best practice to ensure the quality and strategic alignment of all deliverables. This work is critical to improving the availability, accountability, and safe management of essential medicines and medical supplies in primary healthcare facilities.

Minimum requirements:

• At least a Master's degree in Public Health, Pharmacy, Supply Chain Management, Health Systems, Public Policy, or a related field.
• Have a minimum of 10 years of professional experience in health supply chain management, health
• systems strengthening, or related work.
• Possess extensive technical expertise in health supply chain systems, including policies, guidelines, standard operating procedures (SOPs), and regulatory frameworks, with demonstrated understanding of public health supply chains in low- and middle-income countries.
• Have proven experience in leading the development, review or revision of national-level technical guidelines, SOPs, job aids and training materials related to the management of health commodities, including medicines and medical supplies.
• Demonstrate a strong track record of working with Ministries of Health, development partners, and key stakeholders to support health systems strengthening, particularly in the areas of supply chain management, logistics, and health service delivery.
• Have excellent writing and analytical skills, with the ability to produce clear, well-structured, and technically sound documents in English.
• Have experience co-facilitating consultative workshops and technical discussions in tandem with national counterparts to gather inputs, validate content, and ensure alignment across stakeholders.
• Be self-motivated and results-oriented, with strong organisational and project management skills to deliver high-quality outputs within deadlines.
