How can you make a difference?
Purpose of the consultancy:
To strengthen U-Report Myanmar’s branding and digital engagement through the development and implementation of comprehensive strategies that enhance visibility, participation, and youth-led advocacy. The consultant will ensure U-Report continues to serve as a key platform for adolescents and young people to express their views and contribute to UNICEF’s child rights agenda in Myanmar.
Scope of Work:
UNICEF Myanmar strives to ensure that adolescents and young people are not only heard but actively contribute as agents of change in both humanitarian and development contexts. To amplify these voices, UNICEF launched U-Report Myanmar in August 2016 — an innovative digital platform that leverages mobile and social media technology to engage young people, share information, gather insights, and promote positive social change.
To ensure high-quality execution and strong alignment with global guidelines, UNICEF Myanmar seeks a consultant with specialized expertise in social media strategy, content creation, and digital engagement. The consultant will play a key role in driving U-Report’s rebranding activation, maintaining and enhancing its social media presence, and identifying innovative approaches to reach and engage young people on both existing and emerging platforms.
Under the supervision of Communication Officer and guidance of Chief of APC, the consultant will:
- Design and execute a comprehensive social media strategy to enhance U-Report’s visibility, reach, and engagement across multiple platforms.
- Create and curate high-quality digital content (graphics, videos, stories, and campaigns) that reflect youth perspectives and promote child rights issues.
- Strengthen youth participation by identifying and implementing innovative approaches to increase active U-Reporters and youth-led initiatives via online
- Monitor and analyze social media performance to inform data-driven decisions, optimize content, and report on engagement metrics.
- Provide capacity support and coordination with UNICEF, partners, and youth networks to ensure alignment of messages and amplification of U-Report campaigns.
Travel Requirements:
The consultant will undertake field missions across selected project sites to capture authentic youth stories, produce social media content, and deliver social media skill-building sessions for young people and implementing partners. Planned travel locations include:

Description of Assignment:
Tasks 1: Develop Social Media Strategy (for ongoing implementation)
Deliverables 1: Social Media Strategy developed (and implemented)
Timeline: End of January 2026
Tasks 2: Develop Adolescent and Youth focused social media content plan and create content according to the plan
Deliverables 2: Adolescents and youth focused social media content (at least 100 posts/reels) created for UNICEF and U-Report
Timeline: End of March 2026
Tasks 3: Develop and produce podcast for U-Talk Program and work with Teen Radio (Mandalay FM) for weekly podcast in collaboration with youth volunteers from Task Force
Deliverables 3: At least 5-8 Podcast produced and published for U-Talk Program and weekly episodes run with Teen Radio (Mandalay FM)
Timeline: End of May 2026
Tasks 4: Develop Community Management Guidelines
Deliverables 4: Community Management guidelines developed, and effective community management of all U-Report Myanmar’s social media platforms conducted
Timeline: End of August 2026
Tasks 5: Monitoring and Evaluation of U-Report Myanmar Social Media Platforms
Deliverables 5: Social media insights reports delivered monthly and reports on workshops/trainings organized by U-Report written/developed

To qualify as an advocate for every child you will have…
Education: Bachelor’s degree in Social Sciences, Humanities, Natural Sciences, or Formal/Applied Sciences, or any other relevant field
Knowledge/Expertise/Skills required:
- At least 3 years of professional experience in developing a wide array of online content (story, blogs, photo, video etc), social media management and planning, asset development, campaign building, and online campaigns
- Media buying expertise and customized planning approach
- Knowledge about social media insights and experience in doing the content analysis
- Understanding about youth online communities and online trends among youth
- Ability to work independently and ad hoc depending on social media climate
Technical competencies:
- Demonstrated professional competence and knowledge in social media content strategy, content creation and media trend analysis
Competencies:
- Demonstrates integrity and high ethical standards
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
- Treats all people fairly without favouritism
- Fulfils all obligations to gender sensitivity and zero tolerance for sexual harassment
Language:
Good written and oral communication skills in English is a must

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
