Purpose of the consultancy:
UNICEF Myanmar is committed to ensuring that the voices of adolescents and young people are not only heard but shape decisions that affect their lives. Through platforms like U-Report Myanmar, launched in 2016, UNICEF continues to amplify youth perspectives in both humanitarian and development contexts — empowering children and young people as agents of change in their communities.
In recent years, Myanmar’s youth engagement landscape has faced significant challenges — from changes in digital communication platforms and the impacts of COVID-19, to the ongoing humanitarian and socio-political crisis. These challenges have drastically reduced young people’s access to safe spaces for participation, while at the same time highlighting their crucial role as advocates for peace, rights, and resilience.
In this context, UNICEF seeks to engage a National Youth Engagement Consultant (aged 25–29) to continue to invigorate and expand its youth engagement efforts. The consultant will play a pivotal role in designing and implementing creative strategies that mobilize young volunteers as changemakers, strengthen their participation in UNICEF’s program activities, and enhance the visibility and impact of youth-led initiatives through digital and offline channels.
The consultant will also support the growth of U-Report Myanmar by maintaining and optimizing its core messaging system (RapidPro), while exploring new and emerging engagement tools and platforms that resonate with today’s digital natives and reach those without regular digital access. This work requires innovation, adaptability, and a deep understanding of young people’s realities — ensuring that UNICEF’s youth engagement remains inclusive, responsive, and impactful.
Scope of Work:
Under the supervision of the Communication Officer (Youth Engagement), guidance of Chief of APC and in close collaboration with relevant UNICEF programme sections, and U-Report Myanmar Task Force, the Youth Engagement Consultant will support the implementation and strengthening of UNICEF Myanmar’s youth engagement initiatives through the following key areas of work:
1. Youth Mobilization and Capacity Building
2. Digital Engagement and Innovation (RapidPro & Chatbots)
3. Mental Health and Helpline Operations
4. Data Management, Reporting, and Website Management
Travel Requirements:
The consultant may travel to some parts of the country to facilitate/support trainings for young people or to support youth engagement activities.

Please note: The travel plan can be changed according to safety and security concerns. UNICEF CFOs in each location and Security officer will be consulted prior to the travel. Travel/DSA for consultant will be therefore reimbursed based on pre-approved and actual travel undertaken.

Description of Assignment:
Tasks 1: Youth Mobilization and Taskforce Strengthening
- Organize and participate in recruitment events promoting UNICEF/U-Report brand.
- Implement a capacity-building plan for U-Report Myanmar’s Youth Taskforce.
- Organize and document monthly taskforce meetings.
- Recruit new volunteer members and identify youth focal points for leadership roles.
Deliverables 1:
- At least 10 taskforce meetings organized and documented (ongoing till end of contract).
- Capacity-building plan implemented with progress report submitted.
- List of newly recruited volunteers and identified youth focal points submitted.
- Summary report of recruitment and branding events completed.
Timeline: End of January 2026
Tasks 2: Digital Engagement and Innovation (RapidPro and Data Management)
- Design RapidPro flows for approved polls.
- Generate and share poll result reports with APC and relevant partners.
- Provide technical support to Social Policy Unit on Cash Transfer Program (dashboard building, message design, etc.).
- Coordinate with global RapidPro team to resolve technical issues.
- Maintain data management systems and update U- Report website with interactive content.
- Participate in U-Report Clinic Series and debrief with supervisor.
Deliverables 2:
- At least 20 approved poll flows designed and functional in RapidPro (ongoing through till end of contract).
- Poll reports generated and submitted on time.
- Technical support provided with documented outcomes.
- Data management system functioning efficiently.
- U-Report website updated with relevant content.
- Summary note on U-Report Clinic Series participation submitted.
Timeline: End of March 2026
Tasks 3: Mental Health Helpline Mobilization and Operation
- Mobilize youth volunteers as call agents for the helpline.
- Coordinate with Child Protection Programme to operationalize the helpline.
- Establish standard operating procedures and supervision mechanism.
- Conduct regular monitoring and reporting.
Deliverables 3:
- Mental health helpline operational with trained youth volunteers.
- Standard procedures and supervision plan finalized and implemented.
- Monthly monitoring and quality reports submitted.
Timeline: End of May 2026
Tasks 4: Chatbot Development and Deployment
- Review and redesign global chatbots for local adaptation.
- Develop and launch a chatbot on PSEA in RapidPro.
- Monitor post-launch performance and make necessary adjustments.
Deliverables 4:
- Locally adapted chatbot(s) developed and launched.
- PSEA chatbot functional and deployed across key communication channels.
- Post-launch report documenting performance and adjustments submitted.
Timeline: End of August 2026
Tasks 5: Building and Maintaining partnerships
- Identify, document, and maintain partnerships for youth engagement.
- Collaborate with UNICEF programme sections and other UN agencies to strengthen youth participation.
Deliverables 5:
- Partnership database/list updated and maintained.
- Summary report on joint activities and youth engagement initiatives submitted.

To qualify as an advocate for every child you will have…
Education: Bachelor’s degree in Social Sciences, Humanities, Natural Sciences, or Formal/Applied Sciences, or any other relevant field.
Knowledge/Expertise/Skills required :
- At least three years of experience designing, implementing, or supporting programmes or initiatives that engage and empower young people from diverse backgrounds.
- Strong expertise in handling messaging software such as RapidPro
- Community mobilization, coordination and facilitation experience
- Planning, Organizing and facilitation of workshops, trainings and meetings.
- Knowledge of U-Report, Youth Policy and youth networks and organizations
- Fluency in Myanmar is required (oral and written)
- Knowledge of English language(s) is requAired.
- Highly experienced in creating chatbots is a must.
- Communication tactics for the virtual age (Facebook, Viber, YouTube, TikTok, Zoom Meetings etc) is a must
- Skilful in handling Facebook Developer Application
- Focus group discussion moderation and note taking skills will be an asset
- Microsoft Window Applications (Doc, PowerPoint, excel etc)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
