For every child, the right to peace
The Multiple Indicator Cluster Survey (MICS) is an international household survey program developed and supported by UNICEF. It is recognized as the global standard for household surveys, providing statistically sound and internationally comparable data on key indicators related to households, with a special focus on women and children.
MICS will be conducted in Armenia for the first time. The last large-scale household survey measuring mostly similar indicators, the Demographic and Health Survey (DHS), was implemented in Armenia in 2015. As a result, the data on many of these indicators are now outdated, creating a significant data gap for national monitoring and decision-making. MICS is included in the Statistical Program of the Statistical Committee of the Republic of Armenia (Armstat), highlighting the renewed importance placed on the MICS methodology and the data by the Government. MICS Armenia will be implemented under the technical leadership of Armstat, with UNICEF support, ensuring national ownership and alignment with international standards.
MICS is a sample survey that provides up-to-date information on the situation of children, women and men, and measures key indicators that allow countries to monitor progress towards the Sustainable Development Goals (SDGs) and other internationally agreed-upon goals, targets and indicators. In MICS Armenia the envisaged sample size is approximately 10,000 households, covering all regions of Armenia.
During MICS surveys women and men are interviewed during face-to-face interviews in residential households that are randomly selected from a set of sample areas called clusters. A cluster usually corresponds to a census Enumeration Area (EA), or a small locality (e.g., village), although sometimes it may correspond to a group of EAs, or a portion of an EA. In Armenia, due to transition to administrative census and considering that existing sampling frames are outdated and non-digital, a newly developed digital national sampling frame – developed with support from the World Bank and consisting of geospatially defined pre-Enumeration Areas (pre-EAs) – will be used as the basis for selecting the MICS clusters.
Prior to the main fieldwork, a mapping and listing (M&L) operation is conducted, during which maps are validated and updated, all structures located in the sampled clusters are listed and households are identified. The main objective of the household mapping and listing operation is to create a complete and updated list of households for all selected clusters, so that the sampled households can represent the total population. It will also help to plan fieldwork logistics, prevent omissions and duplications, and reduce operational risks and errors. In case of Armenia integrated digital mapping and listing will be conducted, which will enable to further enhance accuracy and efficiency, enable real-time data integration and quality assurance, and improve visualization.
In MICS Armenia 2026, data collection will be conducted primarily using Computer-Assisted Personal Interviewing (CAPI). Data will be collected through CSPro-based CAPI applications, which incorporate standardized questionnaires, validation rules, skip patterns, and consistency checks in line with MICS global standards. CSPro will also be used for secondary editing, data validation, and generation of output files, which will then be transferred to SPSS for the creation of analysis datasets, application of sampling weights, computation of composite indicators, and production of tabulations.
The purpose of this assignment is to engage a Survey Administration and Fieldwork Support Consultant (MICS) to provide hands-on administrative, logistical, and fieldwork support throughout the implementation of MICS Armenia 2026. Working under the guidance of UNICEF Armenia and in close support to the National MICS Coordinator at ArmStat and the Survey Coordination Consultant, the Consultant will assist with the practical organisation of meetings and trainings, preparation of documentation and materials, minute-taking, translation support when required, logistical arrangements for field activities, participation in field monitoring visits, and documentation of fieldwork processes and outputs. The role is intended to support coordination and implementation, without assuming decision-making or technical leadership responsibilities.
How can you make a difference?
Under the overall guidance of the UNICEF Armenia Child Rights Monitoring and Evaluation (CRM/E) Specialist, and in close support to the National MICS Coordinator at ArmStat and the Survey Coordination Consultant, the Survey Administration and Fieldwork Support Consultant (MICS) will provide administrative, logistical, documentation, and field support across all phases of MICS Armenia 2026.
1. Support Meetings and Stakeholder Engagement
- Provide administrative and logistical support for Steering Committee and Technical Committee meetings, including preparation of meeting logistics, participant lists, agendas, background materials, and meeting packs.
- Take accurate meeting minutes, prepare summaries and action points, and support follow-up documentation as required.
- Assist in preparing documents required for national review, clearance, or approval, based on guidance from UNICEF and ArmStat counterparts.
- Provide logistical and documentation support to meetings with national counterparts, donors, and other stakeholders, including preparation of materials and record-keeping.
- Provide translation or interpretation support, when required, between Armenian and English for meetings and written materials.
2. Support Survey Planning and Workplan Management
- Support the Survey Coordination Consultant and CRM/E Specialist in keeping the MICS Armenia 2026 Survey Plan and workplan updated, including tracking milestones, activities, and pending actions based on inputs provided by technical leads.
- Assist in maintaining trackers and logs related to consultants’ activities, missions, meetings, and deliverables.
- Support documentation of technical missions, review meetings, trainings, and monitoring visits, including preparation of summaries and annexes.
3. Support Questionnaire and Manual Customisation and Testing
- Participate in meetings and consultations related to questionnaire and manual customisation.
- Support organisation of meetings and consultations, including scheduling, preparation of materials, and logistical arrangements.
- Take meeting notes and minutes, document agreed decisions and circulate summaries and action points.
- Assist in preparation of draft and final versions of questionnaires and manuals, including formatting, consolidation of comments, version control, and correct labelling, based on guidance.
- Provide administrative and logistical support to questionnaire pre-testing, CAPI testing, and related field exercises, including preparation of materials and compilation of feedback.
4. Training Support and Participation
- Provide logistical and administrative support for the organisation of trainings related to household listing and mapping, pre-testing, CAPI testing, and main fieldwork, coordinating with the contractors and consultants.
- Support preparation of training venues, materials, schedules, and participant lists.
- Ensure printed materials and any required equipment are delivered, distributed and returned.
- Participate in all relevant training activities, including classroom sessions, field exercises, pilots, and validation activities, as requested.
- Support documentation of trainings, including attendance records, observations, and follow-up actions.
5. Household Listing and Mapping – Field Support and Monitoring
- Participate in field monitoring visits during household listing and mapping activities, including testing and field pilot.
- Conduct monitoring of the listing process to ensure accurate registration of households in lists and maps and timely completion of activities.
- Assist in documenting field observations, issues identified, and follow-up actions, and share inputs with supervising staff.
6. CAPI Testing, Pilots, and Main Fieldwork Support
- Provide logistical support for the organisation and implementation of CAPI testing and pilot activities, as prerequisites for main data collection.
- Participate in field monitoring visits during CAPI tests and pilots, supporting coverage of all field teams.
- Provide logistical and administrative support to fieldwork teams, supervisors, and measurers during main data collection, including support with transportation arrangements, field materials, and operational needs.
- Participate in monitoring visits during main fieldwork to support quality data collection and recording in line with MICS methodology and guidelines.
7. Monitoring, Documentation, and Fieldwork Reporting Support
- Support preparation of field visit notes, monitoring summaries, and follow-up records, based on observations and inputs from technical staff.
- Assist in compilation of inputs for monitoring and quality assurance reports, including annexes and field documentation.
- Support preparation of documentation and inputs related to Field Check Tables and fieldwork progress.
- Assist in preparation of regular progress reports, including administrative sections, annexes, and summaries of activities undertaken.
8. Data Cleaning, Documentation, and Archiving of Fieldwork Materials
- Support basic data verification and cleaning activities related to fieldwork outputs, under guidance of technical staff.
- Assist in organisation, verification, and archiving of fieldwork materials, including monitoring notes, checklists, and supporting documentation.
Support compilation of administrative and logistical documentation for inclusion in the final MICS survey archive.

Minimum requirements:
Education: Bachelor’s degree in Statistics, Sociology, Economics, Demography, Public Health, Social Sciences, Information Systems, Data Science, or another relevant field related to surveys, data, or programme support.
Work Experience:
- Minimum of 3 years of relevant professional experience in administrative, logistical, or operational support roles, including experience supporting surveys, research, data collection activities, or other complex programmes involving trainings, field activities, or multi-stakeholder coordination.
- Experience supporting large-scale or complex national surveys (e.g. MICS, DHS, LSMS, census-related surveys or comparable) is an asset.
- Experience providing logistical and administrative support to trainings, workshops, fieldwork, pilots, or monitoring activities, including preparation of materials, documentation, and follow-up.
- Experience supporting field monitoring or other field-based activities, including documentation of observations and reporting on implementation issues.
- Familiarity with survey processes and workflows, including household listing and mapping, questionnaire testing, CAPI-based data collection, and fieldwork operations, is an asset.
- Understanding of data protection, confidentiality, and ethical standards, particularly in relation to handling personal and child-related data.
- Strong organisational, documentation, and time-management skills, with the ability to support multiple parallel activities and meet deadlines.
- Ability to work effectively as part of a team, providing reliable operational support to technical and coordination staff.
Fluency in Armenian and English is required.
