For every child, the right to learn 

Since February 2022, more than 9 million individuals have crossed the border from Ukraine into Poland. Among them, over 2,500 children were evacuated from institutions in Ukraine and found temporary shelter in 24 facilities across Poland. At the beginning a significant number of children were placed in the big facilities and remote areas. Four of the facilities hosted over 100 children, with the biggest - Hotel Ossa accommodating over 500 children.

Although initially serving as a practical and swift response, placing these children in sizable facilities, which often lack a child- and family-centric environment, posed challenges as a long-term solution. Many of these facilities were situated in remote areas, and some are summer camps, without adequate provisions for children with disabilities. Children had limited access to crucial services such as healthcare and education, alongside insufficient child protection measures, resulting in their exclusion from broader society.

Since July 2022, UNICEF has collaborated with authorities in Poland and Ukraine, NGOs, and international community, to ensure the integration of evacuated children from Ukraine into the national child protection system and development of alternative care models which are in line with Polish and Ukrainian regulations.

The selected consultant/ team of consultants will be expected to complete the following requirements as part of the assignment:
-Development of an inception report, outlining the approach, methodology for data collection, documentation and analysis, timeframe and deliverables.
-Data collection through consultations, interviews and group discussions with stakeholders, administrative data collection, project documentation and reports, creation of document repository for the 3 alternative care models.
-Documentation of the model of the small group homes in Lodz, Powiat Slupski and Powiat Wroclawski. The documentation will include also the child protection services provided in these locations contracted by UNICEF to with additional implementing partners. These services include: awareness raising on violence against children and capacity building for children and caregivers, health and sexuality education, care for children living with HIV.
-Documentation of the careleavers support programme in Lodz, Powiat Slupski and Powiat Wroclawski.
-Documentation of the foster care programme in Lodz.
-The documentation of each model will include: process of development, standards of service provision and care, staffing and capacity building, management and funding, child safeguarding. The consultant/ team of consultants will prepare a template for description of each model. Existing documents for each model will be attached to the description.
-Analyses of the relevance of each care model and quality of care and protection for children, identification of good practices and challenges. It should include but not be limited to the case-management and social services, medical and rehabilitation services, MHPSS, education services, leisure, legal, and administrative services.
-During the analyses and documentation of all aspects related to the models, the consultant/ team of consultants will apply a gender sensitive approach and will also apply a methodology which pays a particular attention to the needs and rights of children with disabilities and special needs.
-Drafting recommendations for evolvement of the models in Poland and the use of models in the reforms in Ukraine, including for continuous cross-border exchange.
-Validation of draft reports with relevant stakeholders from Poland and Ukraine. The workshop will be organized by UNICEF Poland RRO and the consultant/ team of consultants will be expected to design the agenda, present reports and facilitate discussion and feedback.

All materials created by the consultant/ team of consultants which bears a direct relation to, or is made in order to perform, the Contract and any intellectual property rights thereof, including but not limited to patents, copyright, and trademarks, shall be solely owned by UNICEF. The consultant/ team of consultants may not distribute any materials (e.g., photography, video) without written consent from the Head of Office of UNICEF office engaging the consultant/ team of consultants and subject to the conditions set out in such written consent. The consultant/ team of consultants may not communicate at any time to any other person, entity, Government or authority external to UNICEF, any information known to the consultant/ team of consultants by reason of his/her/their association with UNICEF that has not been made public, except with the prior written authorization of UNICEF; nor will the consultant/ team of consultants at any time use such information to private advantage. The consultant/ team of consultants agrees that all UNICEF Data, together with all rights (including intellectual property and proprietary rights), title and interest to such UNICEF Data, will be the exclusive property of UNICEF, and the consultant/ team of consultants has a limited, nonexclusive license to access and use the UNICEF Data as provided in the Contract solely for the purpose of performing its obligations under the Contract. The consultant/ team of consultants will use its reasonable efforts to ensure the logical segregation of UNICEF Data from other information to the fullest extent possible. The consultant/ team of consultants will comply with any guidance or conditions on access and disclosure notified by UNICEF in respect of UNICEF Data.
Throughout the contract duration, the consultant/ team of consultants will have regular contact with UNICEF Refugee Response Office in Poland to review progress, challenges, and next steps. Ad-hoc calls may take place as deemed necessary.

The consultant/ team of consultants will be in close cooperation with UNICEF RRO Child Protection team and be directly supervised by a Child Protection Specialist. All reports to be submitted in electronic format by email to the Child Protection Specialist in UNICEF RRO in Poland.

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: A relevant Master’s degree in one of the following fields is required: social work, sociology, law, international development, human rights, or another relevant social science field

Skills/Experience:

  • Proven experience and knowledge in related to the ToRs areas
  • Demonstrated experience of conducting research related to child protection
  • Demonstrated experience of producing high-quality reports and other documents to specified deadlines
  • Demonstrated experience of working with a range of stakeholders including policy makers, practice-based organizations and non-governmental organisations
  • Excellent qualitative analysis skills
  • Good quantitative/statistical and analytical skills
  • Excellent interpersonal skills
  • Experience of operational research is highly desirable
  • Ability to be flexible and deliver results under tight deadline.
Language Requirements: Fluency in English and Polish. Knowledge Ukranian and/or Russion language will be an asset
