For every child, the right to safety
The Europe and Central Asia Regional Office P&C team is responsible for providing oversight, quality assurance, technical assistance and capacity building to all the Country Offices in the Region and managing the full P&C portfolio for the Regional Office and the Poland Refugee Response Office.
As part of the Future Focus Initiative FFI the ECA Regional Office is going through a significant transition period ahead of its anticipated consolidated with MENARO effective 1 January 2027.
The temporary appointment positions are valid until 31 December 2026. They will play a key role in supporting the Regional Office in exercising its accountability framework and with the implementation of PBR decisions related to consolidation of the ECAMENA region.
Under the supervision of the Regional Chief of P&C, and in close collaboration with the P&C team, the incumbents will act as the P&C business partners for clients in the RO and to assigned COs in the Region, providing day-to-day oversight and quality assurance to P&C portfolio in the COs. The incumbents will also be managing and supporting with the recruitment cases as part of their portfolio of assigned clients, with particular emphasis on the implementation of ECAMENA PBR recruitment plan.
How can you make a difference?
1. Business Partnering
- Serve as a point of contact for his/her client portfolio on advice pertaining to all aspects of the P&C employment life cycle.
- In close collaboration and coordination with GRRE, GSSC RAS and ECARO support the implementation of the ECAMENA recruitment plan.
- Provide accurate and timely advice to clients on HR policies, procedures, and processes, ensuring the highest level of client-orientation.
- Proactively advise clients on the resolution of human resources issues ensuring equitable and transparent solutions that protects both the staff and organizations interests in accordance with policies, regulations and procedures.
- Promote the organizational goals and targets for gender equity and cultural diversity.
2. Strategic Human Resources
- Liaise with the DPC, GSSC and country offices to support and contribute to the implementation of the P&C strategy.
- Provide feedback and make recommendations on the establishment and improvement of HR systems, policies and processes.
- Keep abreast, research, benchmark, and implement best and cutting edge practices in HR management and contribute to the development of global policies, procedures and introduce innovation through sharing of best practices and knowledge learned.
3. Support to Implementation of assigned Human Resources Services
- Provide support to various or one specific HR occupation (recruitment, job classification, career development, performance management, data analytics, learning & development etc.) to help their supervisors in implementing efficient client services that help either attract, retain and/or motivate staff of the highest caliber.
- When assigned casework in the relevant area on either a routine or non-routine basis, analyze and synthesize issues and problems, and interpret established, formal guidelines to address and recommend solutions or further actions required.
4. HR Data Analytics
- Collect, interpret and analyze HR data to help inform decision making on HR processes and strategies.
- Support the development and implementation of data collection systems to optimize data quality.
- Coordinate with country offices and partners to provide assistance in their HR information management.

Minimum requirements:
- Education: A University Degree in human resource management, business management, international relations, psychology or another related field is required.
- Work Experience: Two years of professional experience in human resource management in an international organization and/or large corporation is required. HR Business Partner for multiple clients in Regional Office and Country Offices.
- Language Requirements: Fluency in English is required.
Desirables:
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
