UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the SDGs. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative center of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Social Policy Specialist at the UNICEF Mindanao Field Office, and in close collaboration with the Nutrition Specialist and Nutrition Officer, the consultant will perform the following tasks:

Coordination and Partnerships

  • Establish and maintain strategic engagements with the regional government and local government units for the implementation of the Child Nutrition Fund (CNF) that contributes to the overall PFM work at the sub-national level.
  • Provide technical support to Social Policy in the Mindanao Field Office to strengthen technical partnerships with BARMM ministries, offices, and agencies by providing evidence-based policy advocacy for sustainable nutrition financing and institutionalization of CBETT in local government units.
  • Coordinate and provide technical support for CNF-related activities with regional and local government units. This includes development of budget briefs with target LGUs.
  • Maintain regular communication and provide updates and feedback between BARMM Ministries, Offices and Agencies (BMOA) and UNICEF on LGU progress in implementing the Child Nutrition Fund project.

Capacity-Building on PFM and Institutionalization

  • Support the planning and delivery of capacity-building activities for BARMM ministries and local government units on Public Financial Management (PFM), including the rollout of the Child Budget and Expenditure Tagging and Tracking (CBETT) Tool in target LGUs, in compliance with Joint Memorandum Circular 2025-1 issued by the Council for the Welfare of Children, Department of Budget and Management, Department of the Interior and Local Government, and Bureau of Local Government Finance.
  • Co-facilitate capacity-building activities on CBETT and conduct coaching and mentoring sessions to local government units on child-responsive planning and budgeting.
  • Contribute to the overall knowledge management efforts by documenting and synthesizing insights and lessons learned.
  • Provide technical guidance to target local government units in developing evidence-based budget analyses utilizing the CBETT Tool.

Crosscutting Support

  • Support Nutrition colleagues in the Mindanao Field Office in advocating increased and sustainable investment for children at the local level by providing technical support . This complements the upstream work of the Social Policy Team in the region.

Tasks and Deliverables:

  1. Mobilization and inception meeting with concerned BMOAs (MILG, MFBM, BPDA, etc.)
  • Inception report with workplan which details the technical approach and timelines, including risk management.
  1. Coordination and Partnership Engagement
  • Progress report which includes
    • Stakeholders map for Public Financial Management (regional and LGUs), documentation, minutes of meetings, key agreements and action points
  1. Capacity-building and Institutionalization
  • Progress report which includes capacity-building plan on PFM for BARMM government and LGUs
  • Accomplishment report which includes:
    • Comprehensive inventory of BARMM ministries, offices, and LGU stakeholders trained on Public Financial Management i.e. CBETT and implement strategies to ensure sustainability of the trainings provided.
  • Progress report which includes:
    • Budget brief developed with target LGUs
    • Number of LGUs used CBETT tools
  • Progress report which includes:
    • Updated number of LGUs supported in developing their budget analysis and policy brief
  1. Submission of Final Report
  • Final Report which includes the following:
    • consolidating MOVs
    • activity documentation
    • Updated number of LGUs used CBETT tool in generating budget briefs
    • updated inventory of BARMM ministries and LGUs received capacity-building initiatives on PFM, including recommendations for institutionalization of initiatives

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education:

University degree (Master’s or Bachelor’s) in relevant fields such as Public Administration Economics, Social Welfare, Development Studies, Social Sciences, Public Management and Public Policy

Work Experience: 

  • At least 5-7 years of technical experience in the following:
    • Demonstrates experience working in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), with a deep understanding of its unique political and economic landscape. This includes familiarity with the region’s cultural context, governance structures, and socio-political dynamics.

    • Demonstrates experience and knowledge of the latest developments in local governance, devolution (decentralization) processes and social sectors budget analysis.

Knowledge and Skills:

  • Demonstrated skills in technical writing, delivering briefings/training, and presentations
  • Experience in capacity building and facilitation for government counterparts.
  • Ability to coordinate multiple workstreams and ensure coherence of PFM activities across contracts, consultants, and UNICEF-led activities.

Language Requirements: 

  • Fluency in English, Filipino and local language is desirable.
