UNICEF is committed to promoting access to quality and inclusive education for all children in Lebanon through evidence-based policy support and comprehensive programmes. It implements large-scale formal and non-formal education programmes aimed at enhancing inclusion, expanding access and improving learning outcomes, with a focus on the most vulnerable children. The Transition and Resilience Education Fund (TREF) is a joint Ministry of Education and Higher Education/UNICEF aid modality that supports implementation of the MEHE General Education Plan through design and implementation of flagship programmes designed to improve access to quality and inclusive education, across Formal Education and Multiple Flexible Pathways for Out of School Children. Under the guidance and general supervision of the Education Specialist (Quality & Inclusion) , the Education Officer (Quality) will provide technical support for Teaching and Learning across Formal Education and Multiple Flexible Pathways, towards enhancing Foundational Literacy, Numeracy, Life skills including through the curriculum.  The contractor will work in close coordination with CERD and other relevant partners to ensure coherence between non-formal education (NFE) and formal education, in line with transition pathways, the national curriculum and assessment frameworks.

How can you make a difference? 

The Education Officer (Quality) will provide technical support for the design, implementation, and monitoring of quality teaching and learning interventions, with a strong focus on curriculum development, learning recovery, measuring learning outcomes, development of teachers training content and the effective integration of digital content in teaching and learning. Below is a summary on the key functions:  

  1. Development, review, and updating of NFE programme curricula (e.g. YBLN, Retention Support and ALP) to ensure alignment with learning standards and learner needs.
  2. Measurement and analysis of learning outcomes across Multiple Flexible Programmes and Formal Education
  3. Design and implementation of a national Learning Recovery Strategy in Formal Education.
  4. Support for national curriculum reform.
  5. Design and assessment of teachers’ training programmes in formal and non-formal education, including on Social and Emotional Learning (SEL).
  6. Integration of Digital Learning in teaching and learning.
  7. Reporting, Documentation, Knowledge Management
  8. Programme budgeting and contract management

Minimum requirements:

  • Education:  Advanced university degree in Education, Psychology, Sociology, Economics, or relevant social science fields is required. Bachelor’s degree +2 years replaces Advanced University degree.
  • Work Experience:
    • At least 6 years of relevant professional experience in education programme design and implementation, including non-formal education.
    • Demonstrated experience in curriculum development, learning assessment, and teacher training.
    • Experience with learning recovery programmes is an asset.
    • Strong analytical, coordination, and writing skills.
    • Familiarity with UNICEF programming and education in emergencies contexts is desirable.
    • Strong knowledge of MS office suite and advanced knowledge in excel and database.
    • Ability to present information in understandable tables, charts and graphs.
    • Communicates effectively in both graphic and narrative form.
    • A high level of organizational skills is required.
  • Language Requirements: Fluency in Arabic and English is required. Knowledge of French or any other UN language is considered an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.

Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
