                                                         TERMS OF REFERENCE

L’UNICEF s’est engagé à appuyer le ministère de la Santé Publique dans la mise en œuvre et la coordination des interventions de santé numérique identifiées dans le plan de mise en œuvre de la stratégie nationale de santé numérique 2023-2027. Par ailleurs, Dans le cadre des initiatives de transformation numérique soutenues par la Mastercard Foundation, l’UNICEF et le ministère de la Santé Publique s’engagent concrètement à renforcer les systèmes de santé communautaire par l’intégration de solutions numériques durables, interopérables et centrées sur les agents de santé communautaires. Ce processus comprend le développement et l’extension de registres géoréférencés qui gère la Liste Maitresse des Agents Communautaires (LMAC), le renforcement des capacités via des plateformes d’e-learning, ainsi que la mise en place ou le renforcement des systèmes électroniques d’information sanitaire communautaires (eCHIS).

Minimum requirements:

  • Education: Master`s degree in Santé publique, santé pédiatrique, épidémiologie familiale ou sciences liées à la santé communautaire
  • Work Experience: Minimum 5 ans d’expérience dans la mise en œuvre de programmes de santé numérique, dont au moins 3 ans dans le contexte de la santé communautaire.
  • Skills:
  • Expérience avérée dans la planification stratégique, le renforcement du SIS, la conception et la mise en œuvre de projets de santé digitale avec les gouvernements, en particulier le ministère de la Santé
  • Connaissance approfondie des systèmes et outils tels que: iHRIS, DHIS2, eCHIS, ainsi que des cadres d’interopérabilité et des normes internationales en santé numérique (HL7/FHIR, DIIG, sécurité et confidentialité des données etc.).
  • Expérience dans l’utilisation de solutions géospatiales (SIG) pour la planification et le suivi des interventions de santé, y compris dans le domaine de la vaccination.
  • Bonne capacité en analyse de données de santé utilisant des logiciels tels que R, STATA, SPSS
  • Expérience confirmée dans la coordination multi-acteurs, incluant le gouvernement, les ONG, les partenaires techniques et financiers, et les agences des Nations Unies.
  • Expérience de travail avec des ONG et bailleurs internationaux (UNICEF, OMS, USAID, GAVI, PIVOT, etc.).
  • Bonne connaissance du système de santé malagasy, son organisation et ses fonctionnements, y compris l’organisation des structures communautaires.
  • Language Requirements: Maitrise du français.
