                                                              TERMS OF REFERENCE

UNICEF Mozambique is preparing for the new Country Programme Document (CPD) 2027–2031. As part of this process, the Country Office is required to develop a Country Programme Management Plan (CPMP) that defines the management environment, organizational structure, affordability, field presence, and operational modalities required to deliver the programme results.

Given the programmatic shifts, new outcome structure, changing funding envelope, and evolving field footprint, MCO seeks the support of a senior consultant to conduct a structured management review and coordinate the development of the CPMP and related inputs to the Programme Budget Review (PBR) in close coordination with the Senior Management Team (SMT), the CPMP Taskforce and the Country Management Team (CMT)

The purpose of this consultancy is to:

•Conduct a comprehensive management and organizational review of UNICEF Mozambique.

•Assess affordability and HR structure alignment with the 2027–2031 results framework.

•Review the field footprint and delivery model.

•Based on the strategic shifts in the new CPD, identify capacity gaps and efficiency opportunities; and

•Develop a fit-for-purpose CPMP process and guide the process aligned with UNICEF corporate guidance and PBR requirements.

The assignment will be conducted under principles of transparency, participation, and structured staff consultation.

Minimum requirements:

Education:

  • Master's dergree in Organizational Development, Public Administration, International Development, Management, or related field.


Work Experience:

  • Minimum 10 years of relevant experience at national and international levels.
  • Proven experience conducting organizational reviews and management restructuring.
  • Demonstrated experience supporting UNICEF, UN agencies or comparable international organizations.
  • Knowledge of development cooperation modalities.

Desirables:

  • Experience developing CPMPs, PBR documentation, or similar strategic management plans with UNICEF is highly desirable.
  • Experience in fragile/humanitarian contexts with multiple field offices is an asset.
