UNICEF Albania is looking for an HR Professional who will support staff and management in both UNICEF Albania and UNICEF Kosovo on HR functions. (All references to Kosovo should be understood in the context of United Nations Security Council resolution 1244.) The incumbent will ensure a high level of HR business partnering for both offices on HR-related needs, providing quality advice, coordination, and planning on HR processes and policies, ensuring the highest level of client-orientation in the resolution of HR issues through equitable and transparent solutions to protect both the staff and organization’s interests in accordance with policies, regulations, and procedures. Under the direct supervision and overall guidance of the Representative UNICEF Albania, with matrix reporting to the Head of Office Kosovo, and with support from the Regional Office, the incumbent will carry out the following key functions for both Offices:
- Provide support to management and contribute to HR strategy
- Workforce planning and recruitment support to hiring managers
- HR policy implementation through the interpretation of established guidelines and policies to address and recommend solutions or further actions as required
- In collaboration with management, support the design and delivery of learning and capacity development to meet the needs of programmes and staff
- HR Administration process support and data focal point, including the collection, interpretation, and analysis of HR data to help inform decision making on HR processes and strategies
- Provide adhoc reports and manage sensitive information

Minimum requirements:
- Education: A university degree is required in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or other related areas.
- Work Experience: At least One year of professional experience in human resource management in an international organization and/or large corporation is required.

- Language Requirements: Fluency in English and the local language (verbal and written) is required.
Desirables:
- Work experience with the UN or an international organization is desirable.
- Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
National Officer (NO) staff are nationals of the country in which they perform functions of a technical and professional nature. Eligible applicants are nationals of Albania.
