Seven million Venezuelans have fled the country due to the worsening of the humanitarian crisis that hit their country in recent years. Brazil has become the population’s third main destination, after Colombia and Peru. Most of them cross the border by land through Pacaraima, the closest Brazilian municipality to Venezuela, in the northern state of Roraima, and stay there at least temporarily. Over 500,000 Venezuelans have migrated to Brazil over the last six years, approximately 30 per cent are children and adolescents, who are particularly vulnerable to diseases, violence, abuse, and exploitation throughout the journey and in temporary shelters.
Since 2018, the United Nations Children's Fund (UNICEF) in Brazil has been working to guarantee the rights of Venezuelan children and adolescents as part of its emergency and humanitarian response programme. Amid the steady arrival of Venezuelan families at the Roraima border, persists the need to involve the refugees and migrants on solutions that affects them, ensure their participation, and provide access to information about rights and services on UNICEF priority areas, including Health & Nutrition, Water, Sanitation and Hygiene (WASH), Child Protection, Social Protection and Education.
The purpose of this consultancy is to promote, strengthen and organize Data and Monitoring efforts that cut across UNICEF Boa Vista Field Office programme areas. The consultant must make sure that situation monitoring and data gathering is properly undertaken to monitor both the situation of Venezuelan children on the move and UNICEF’s development interventions.
SCOPE OF WORK:
Under the direct supervision of the Chief of Roraima Office in Boa Vista and under the technical guidance of the Chief Planning, Monitoring and Evaluation in Brasilia, the consultant will support the implementation of data and monitoring activities in the context of UNICEF’s response to the migrant crisis in the northern region of Brazil, with a special focus on the State of Roraima, as well as, support all other development activities that need data monitoring, as required. The consultant will also be responsible for providing the necessary data to feed the Humanitarian Performance Indicators, as required by the Chief of Boa Vista Field Office and Chief of RPME.
The Data & Monitoring consultant provides technical and operational support in data collection, data systematization, data analysis and data visualization to support Boa Vista Field Office evidence-based and strategic decisions. The Data & Monitoring consultant will work closely with Boa Vista Field Office, liaising with other team members (local, regional and national) and partners to capture, organize, analyse and use data for improved organizational performance and efficiency towards development and humanitarian results for children. In particular, the Data & Monitoring is responsible for:
- Gathering primary and secondary data on the scale, scope and coverage of the State of Roraima related to the needs of the Boa Vista Field Office, based on UNICEF Brazil programme needs, which involves monitoring the indicators defined in the Brazil Country Office’s (BCO).
- Gathering data on the scale, scope and coverage of the emergency responses in Roraima, such as UNICEF Humanitarian Response Plan; Federal, State and municipal indicators; R4V Platform monitoring and reporting framework; the data produced by UNICEF and it’s implementing partners; and by other UN agencies and organizations.
- Monitor the situation and conduct data analysis on UNICEF interventions and the situation of children in Roraima, ensuring timely information-sharing with programme areas and the Chief of Field Office.
- Supporting planning and reporting processes by providing up-to-date information and comprehensive figures on UNICEF’s response, with the production of data visualization products to better inform programmatic areas and Field Office Manager on strategic decision-making.
- Supporting the design of assessments or any other evidence-based products that are being developed by the Boa Vista Field Office.
- Support and optimize the gathering of data that comes from interagency monitoring, working closely with Pacaraima Field Office.
- Supporting the development and/or adaptation of Information Management (IM) tools and activities, making sure that information is properly collected, systematized and easily accessible.

Result 1: Data gathering and visualization
Goals:
- Gathering and organizing all the relevant data (with disaggregation by age, gender, ethnicity, disabilities and vulnerabilities) as oriented by the Chief of Boa Vista Field Office, following the needs of Boa Vista Field Office and Pacaraima Field Office;
- Working closely and collaboratively with UNICEF and partner’s personnel to understand and organize what are the main requirements of the goal areas (contact will be stablished by the Chief of Field Office and staff);
- Documenting all steps taken for systems developed, including access information, passwords and all necessary data for allowing further refactoring.

Deliverable 1.1: A Monitoring Plan must be presented to the chief of field office in a clear and didactic way, elaborating a 6-month plan indicating the data monitoring frequency, specificities (such as disaggregation by age, gender, ethnicity, disabilities and vulnerabilities) and identified gaps that must be addressed.
Suggested deliverable: A Monitoring Framework and Systematization Plan, presented in a clear and didactic format, including:
- mapping of existing data sources (UNICEF, partners, interagency);
- monitoring frequency by type of data;
- minimum disaggregation standards (age, sex, ethnicity, disability, vulnerability);
- identification of key data gaps; and
- initial structure of data repositories (SharePoint or similar).
The document should cover the full six-month consultancy period.
Work Assignment 2:

Deliverable 1.1: Present a first version of a Data Monitoring Dashboard, attending Boa Vista Office staff requests, providing up-to-date information, systematized data, comprehensive figures and data visualization products to better inform Boa Vista Field Office on strategic decision-making.
P.s.: Data must be visualized in power point, power bi or similar. All gathered data must be organized in a clear and didactic way, with easy access on UNICEF SharePoint (data must be organized in Excel or similar). The data and its access must be presented to the team of Boa Vista Field Office, and recorded, for future instructions.
Deadlines: 30, 60, 90, 120, 150 and 180 days
Suggested deliverable: Monthly Data Monitoring and Support Package, composed of:
- a concise Monthly Data & Monitoring Brief (5–7 pages or PPT) summarizing key data requests addressed, datasets updated, indicators monitored and main analytical insights;
- updated and systematized data assets (datasets, dashboards or visualization products) organized in SharePoint or equivalent platforms; and
- a Systematization Log documenting activities performed, data sources used, access information and instructions for future updates.
Each monthly package will reflect the technical support provided during the reference period and will constitute the basis for payment.

Suggestion: An Evidence and Assessment Roadmap consolidating all evidence-based products planned under the 2026 Annual Work Plan, indicating for each product its objective, status, expected timeline and required M&E technical support.

Suggestion: A Consolidated Evidence Support Note summarizing the technical support provided to the Boa Vista Field Office in relation to assessments and other evidence-based products. The note shall:
- describe the evidence products supported during the consultancy period;
- outline the type of technical contribution provided (e.g. review of instruments, support to data organization, analytical inputs); and
- indicate the current status of each evidence product.
This deliverable does not require the consultant to design or implement assessments, but to document and systematize the evidence-related support provided, ensuring clarity and continuity for the Field Office.
Result 3: SELO MONITORING

Deliverable 3.1
Supporting the systematization, organization and monitoring of SELO UNICEF-related data, in close coordination with the implementing partner responsible for SELO monitoring;
- Providing technical data and monitoring support to municipalities participating in the SELO UNICEF, responding to information requests related to progress, deliveries and indicators;
- Participating, when requested, in SELO UNICEF capacity-building activities (such as workshops, trainings or technical meetings), with a focus on explaining data requirements, monitoring processes and use of information for local planning and decision-making;
- Attending regularly in SELO UNICEF Working Group (GT do SELO) meetings, providing technical inputs related to data, monitoring and evidence, and supporting the systematization of information discussed in these fora;
- Contributing to the preparation of technical inputs, materials or presentations related to SELO UNICEF data and monitoring, under the guidance of the Boa Vista Field Office.
Deliverable 3.1 a 3.4
Monthly SELO UNICEF Monitoring and Support Snapshots documenting:
- the status of municipal deliveries and progress by key SELO activities;
- data disaggregation available (including ethnicity and vulnerability, when applicable);
- technical support provided to municipalities; and
- participation in SELO UNICEF Working Group meetings and capacity-building activities during the reference period.
Outputs may include dashboards, analytical tables, short technical notes and/or presentation materials used in meetings or trainings.

TRAVEL PLAN
The consultant must have availability to be in Boa Vista, Roraima, during the period of the consultancy.
MINIMUM QUALIFICATIONS REQUIREMENT
- A university degree in one of the following fields is required: Statistics, Business Administration, Economics, Political Science, International Relations, Social Sciences, Anthropology, Sociology or another relevant field;
- A minimum of two years of professional experience with it literacy, data and monitoring field of work;
- Previous experience with humanitarian settings, disaster preparedness or emergency contexts is required;
- Previous experience with data analysis and data visualization platforms is required;
- Relevant experience in programme development in human rights in a UN system agency or humanitarian organization is considered an asset;
- Excellent communication and proactiveness skills;
LANGUAGE PROFICIENCY
Fluency in Portuguese is required. Working knowledge of Spanish and English will be considered as an asset.

GENERAL CONDITIONS: PROCEDURES AND LOGISTICS
- UNICEF will provide a computer, access to internal systems, e-mail and office space for consultative meetings when needed.
- Consultant’s travel costs (if applicable) should be included in the consultant’s fee.
- No contract may commence unless the contract is signed by both UNICEF and the consultant and mandatory courses are completed.
- Consultants will not have any representative, certifying, or approving authority, or supervisory responsibilities or authority on UNICEF budget.
- The consultant can work remotely as previously discussed with the chief of field office.
FINANCIAL PROPOSAL
- Costs indicated are estimated. Final rate shall follow “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee.
- A financial proposal including the fee for the assignment based on the deliverables and number of days must be submitted. Consultants are asked to stipulate all-inclusive fees, including lump sum, administrative cost, travel cost and subsistence costs, as applicable.
- The payment will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.
- Financial proposals from local consultants shall be submitted in the local currency in effect at the time of submission. UNICEF will evaluate and contract based on this amount, which shall remain fixed and not subject to adjustment due to subsequent exchange rate fluctuations.
INSURANCE AND HEALTH COVERAGE
- The contractor is fully responsible for arranging, at his or her own expenses, such life, health, and other forms of insurance covering the term of the contract as he or she considers appropriate.
- The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.
RESTRICTIONS
- Consultants may not receive training at the expense of UNICEF. Notwithstanding, consultants must complete the applicable mandatory trainings before the signature of the contract.
- In case of government officials, the contract cannot be issued without prior written clearance by the Government, or unless on leave without pay.
Remarks:
Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
