TERMS OF REFERENCE
The main role of the consultant is to ensure partner adherence to activity plans, monitor progress and risks, coordinate hygiene kit distributions (including pre-positioning, distribution plans, beneficiary registration and post-distribution monitoring), and consolidate monthly progress and financial reports in line with donor and UNICEF requirements. The role requires close, proactive engagement with implementing partners, government counterparts, and inter-agency coordination platforms to safeguard accountability to affected populations (AAP), gender and protection mainstreaming, and do-no-harm principles, while maintaining compliance with US–OCHA grant conditions, including timely reporting, visibility, information and knowledge management.

Minimum requirements:
- A university degree in a WASH-related field, including but not limited to Public Health, Environmental Health, Public Health Engineering, Civil Engineering, Environmental Engineering, Hydrology/Hydrogeology, Health Promotion, Climate change, or other closely related disciplines.
Work Experience:
- At least Five years of direct WASH emergency experience
- A minimum of two years of experience responding to emergencies based in the field.
- A minimum of 2 years of experience with either the UN and/or NGO working in conflict affected areas.
- Sound understanding of the WASH sector in Cabo Delgado including coordination with government departments such as DPOP, SDPI.
- Experience in community approaches to sanitation (PEC), Hygiene kit distribution, and rehabilitation of water supply systems and handpumps
Language Requirements:
- Fluent in Portuguese, spoken and written and some understanding of written and spoken English
Knowledge/Expertise/Skills:
- Handpump rehabilitation
- Rehabilitation of water supply systems
- Implementation and sustainability of PEC
- Hygiene kit distribution and post distribution monitoring
- Knowledge of the local language in the project area will be an advantage.
- Working and experience in Joint response Program (JRP)
