How can you make a difference?
• Support the documentation, verification, and follow-up of grave violations against children in line with established CAAC frameworks and agreed procedures with MINUSCA and partners
• Contribute to strengthening the quality, timeliness, and consistency of information across MRM reporting channels, including alignment between field-level data and central reporting
• Support the effective rollout, use, and consolidation of the MRM IMS+, including user support, troubleshooting, and progressive expansion to relevant partners
• Provide technical support to field teams and partners to ensure adherence to agreed verification standards and protocols
Information Management and Data Protection
• Promote adherence to data protection, confidentiality, and information-sharing protocols, in line with UNICEF and inter-agency standards
• Support capacity strengthening of UNICEF staff and partners on the use of MRM IMS+, including guidance on data quality and appropriate use
• Provide technical guidance to strengthen information management practices, including data validation processes, quality assurance, and secure handling of sensitive information
• Facilitate coordination among relevant actors to clarify roles, user access, and data governance arrangements for MRM IMS+, in line with agreed inter-agency protocols and confidentiality requirements
Integration with Child Protection in Humanitarian Action Programming
• Support the strengthening and scale-up of CPHA delivery in priority areas, including case management, referral pathways, and community-based mechanisms in constrained operational environments
• Contribute to the design and adaptation of CPHA responses to key protection risks, including children affected by armed conflict, family separation, GBV, MHPSS needs, and deprivation of liberty
• Support the development of a reintegration strategy and ensure its effective implementation by linking reintegration support to community mechanisms and essential services.
• Support the use of operational evidence to inform prioritization, targeting, and adjustment of CPHA interventions
• Identify opportunities for integration with other sectors to strengthen protective outcomes
Coordination and Partnerships
• Support coordination with MINUSCA, UN agencies, partners, and national counterparts to advance the implementation of the CAAC agenda, including the implementation of handover protocols and engagement with DDR actors to ensure the timely release and transfer of children to appropriate child protection services
• Contribute to the effective functioning of the Country Task Force on Monitoring and Reporting (CTFMR) and relevant technical platforms, including preparation of meetings and follow-up on agreed actions, with a focus on operational outcomes
• Facilitate engagement with relevant actors, as appropriate, to support the prevention of/response to grave violations and promote adherence to child protection commitments, in a manner that respects mandates and operational sensitivities
Reporting and Analysis
• Contribute to analytical and reporting products, including inputs to the Secretary-General’s Annual Report on Children and Armed Conflict and other internal and external reporting requirements
• Support trend analysis on grave violations and protection risks to inform programming, advocacy, and strategic positioning
• Contribute to the development of evidence-based briefs and updates to support decision-making and resource mobilization.
Expected Results
• Improved documentation, verification and follow up of grave violations, supported by consistent engagement with relevant actors and clearer prevention and response pathways.
• Enhanced quality, governance and timeliness of child protection data, including institutionalized use of MRM IMS+/Primero in full compliance with protection and confidentiality standards.
• Expanded and better adapted CPHA interventions — including case management, referrals and community based mechanisms — tailored to access constraints and evolving humanitarian needs.
• Strengthened reintegration models for children in vulnerable situations, including CAAFAG, anchored in community structures, essential services and aligned with DDR and prevention frameworks.
• Reinforced engagement with national authorities, UN actors and key stakeholders to ensure coherent implementation of CAAC and child protection commitments across humanitarian and stabilization processes.

Minimum requirements:
Education/Work Experience/Skills/Language Requirements:
• Advanced university degree (master’s degree level) in international law, human rights, social sciences, or a related field
• A minimum of 5 years of relevant professional experience in child protection in emergencies or related fields, including experience in contexts affected by armed conflict and/or natural disasters
• Knowledge of UNICEF’s Core Commitments for Children in Humanitarian Action (CCCs), as well as the Children and Armed Conflict (CAAC) mandate and related fields.
• Experience with information management systems (MRM IMS+ and/or CPIMS+ is considered an asset)
• Strong analytical, coordination, and drafting skills
• Language requirements: For the purpose of this assignment, French will serve as the primary working language. Knowledge of English is considered a strong asset.
Desirables:
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts. (This criteria is essential as a desirable and should be included in all job postings.)
