How can you make a difference?

UNICEF’s mandate is to promote the rights of every child, everywhere, through programmes, advocacy and operational support. UNICEF’s North Pacific Field Office, based in Pohnpei, supports education programming across the Federated States of Micronesia, the Republic of the Marshall Islands and Palau, including through remote and in-country support to partners in RMI.

In RMI, UNICEF works closely with the Public School System (PSS) on education programming and with the Office of the Chief Secretary (OCS) on early childhood development (ECD), in coordination with relevant government agencies and development partners. Key areas of engagement include the GPE System Transformation Grant — the Rebbelib Programme — which aims to improve learning outcomes by bringing digital connectivity to all elementary schools; the GPE System Capacity Grant, which supports strengthened education sector capacity through improved planning, human resource management and evidence generation; preparation for the Head Start Programme; the RENEW solarization project; and multi-sectoral ECD support. UNICEF also provides support to other education priorities in RMI, based on available resources and alignment with UNICEF’s comparative advantage, including under the Pacific Regional Education Framework (PacREF).

To support the effective implementation of this expanding portfolio, UNICEF seeks to engage a consultant to work within PSS and provide dedicated technical, logistical, coordination, monitoring and reporting support to the PSS–UNICEF partnership. The consultant will support PSS leadership and relevant focal officers to ensure coherent implementation of agreed activities, timely follow-up on deliverables, effective coordination with UNICEF, OCS and other partners, and systematic tracking of progress, challenges, risks and results.

The consultancy will help strengthen programme delivery by supporting implementation planning, identifying and addressing bottlenecks, building synergies across related initiatives, facilitating stakeholder engagement, and ensuring that programme activities are aligned with broader government priorities and PSS planning processes. The assignment will also provide technical monitoring and reporting support to the UNICEF North Pacific Office for education and ECD-related activities with PSS, OCS and other partners.

Minimum requirements:

  • Education: Bachelor’s in International Development, Education, Social Studies, Economics or any other related field.
  • Work Experience:
    • A minimum of five years of progressively responsible professional experience in programme planning, coordination, implementation, monitoring and/or management is required.
    • Experience supporting education, early childhood development, social sector programming, or related development programmes is required.
    • Experience working with government institutions, development partners and/or multi-stakeholder coordination mechanisms is required.
    • Experience supporting policy dialogue, sector planning, programme monitoring, reporting, or implementation of donor funded programmes is preferred.
  • Skills:
    • Strong programme coordination, planning and implementation support skills are required.
    • Strong interpersonal, communication and facilitation skills are required, including the ability to work effectively with government counterparts, UNICEF teams, consultants and partners.
    • Demonstrated ability to monitor programme progress, consolidate information from multiple stakeholders, identify risks and bottlenecks, and propose practical solutions is required.
    • Good understanding of education systems, sector planning, programme implementation and/or early childhood development is required.
    • Strong organizational skills, attention to detail, flexibility and ability to work independently in a complex multi-stakeholder environment are required.
    • Full working knowledge of Microsoft Word, Excel, PowerPoint, online meeting platforms and other standard digital communication and reporting tools is required.
  • Language Requirements:
    • Excellent written and spoken English is required.
    • Strong ability to prepare clear, concise and well-structured written outputs, including progress updates, briefs, reports, meeting notes and communication materials, is required.
    • Knowledge of Marshallese language is an asset.
  • Desirables:
    • Previous work experience with UNICEF, the United Nations, or another international development organization is an asset.
    • Familiarity with the Republic of the Marshall Islands education system, government structures and/or Pacific education context is an asset.
    • Experience supporting Global Partnership for Education grants, donor-funded programmes, or education sector coordination mechanisms is an asset.
    • Experience preparing knowledge products, human-interest stories, communication materials or lessons learned documentation is an asset.
