Purpose of assignment: 

The consultancy will support the Ministry of Education and Training (MoET) and UNICEF in the implementation of the EUfunded Climate-Resilient School Systems (EU-CRSS) programme in Vanuatu, while conducting a structured assessment of climate impacts on schools and education service delivery. The assignment will produce a robust assessment, a government-usable methodology, operational tools and implementation-monitoring inputs to support planning, resource allocation, programme management and EU donor reporting.

  1. Climate impact assessment on schools
  2. Government-usable methodology and tools
  3. Support to EU-CRSS implementation
  4. School solarisation and resilience activities
  5. Financial transfers and liquidation processes
  6. Capacity development: support the design and delivery of training for school committees, principals, teachers, provincial education officers and community representatives

To qualify as an advocate for every child you will have:

Minimum requirements:

  • Education: Bachelor`s degree in Education planning, climate adaptation, disaster risk management, engineering and education, development studies, statistics, social sciences, inclusive education, psychology or other relevant field
  • Work Experience: Minimum 7 years of relevant experience in one or more of the following: education sector analysis, EMIS, education planning, climate resilience/DRR in education, quantitative methodology design and indicator development. Demonstrated experience developing practical tools for government use, such as templates, Kobo tools, SOPs or guidance materials. Strong analytical and report writing skills are required. Experience in Pacific contexts and/or Vanuatu is strongly preferred. Ability to work with MoET and provincial stakeholders, including facilitation of validation workshops, is require
  • Skills : Education sector analysis; EMIS and education planning; climate resilience/DRR in education; quantitative methodology design; indicator development; field verification; government capacity development; donor reporting; and development of practical monitoring tools.
  • Language Requirements: Fluency in English and Bislama is required
  • Desirables:Experience in Pacific contexts and/or Vanuatu; experience working with Ministries of Education, provincial stakeholders, school committees and communities; and familiarity with UNICEF/EU programme reporting requirements.
