Scope of work:

Working closely with the Chief of SBC and Chief of Digital Impact and Innovation, the consultant will provide technical support in the design and operationalization of a nationally integrated digital SBC/RCCE ecosystem, aligned with government systems and UNICEF strategy.

 

Key areas of work include:

1. Digital SBC/RCCE Systems Design & Architecture

● Support the design of a unified digital SBC/RCCE ecosystem, anchored within MoY and aligned with national priorities

● Develop systems frameworks and integration models that position MoY as a central engagement node, while enabling expansion to other ministries

● Define SOPs, governance structures, and coordination mechanisms across MoY, UNICEF, and partners

● Support adaptation of digital tools (e.g., social listening platforms) to the Tanzanian context, ensuring usability within MoY structures

● Establish interoperability and feedback mechanisms linking MoY with other sectors

 

2. Systems Operationalization & Institutionalization

● Support the rollout and sustained use of digital platforms within MoY and selected line ministries

● Facilitate integration of systems into government workflows and coordination structures

● Facilitate capacity building for MoY and partners, focusing on system adoption and sustainability

● Provide technical support to ensure continuity and institutional ownership

 

3. Platform Management & Digital Engagement Systems

● Support the management of the U-Report ecosystem (Mainland & Zanzibar), ensuring alignment with MoY priorities and youth engagement strategies

● Guide implementation and use of social listening tools, including adaptation to national and MoY-specific needs

● Support integration of IoGT and other platforms into a unified engagement ecosystem

● Ensure platforms function as two-way channels, feeding insights into MoY and broader SBC programming

 

4. Technical Support to SBC Campaigns & Youth Engagement

● Provide technical support for digital SBC campaigns and initiatives, particularly those linked to youth engagement and MoY priorities, including Kijana Imara

● In collaboration with child protection, support the integration of birth registration campaigns and other priority government-led initiatives into the broader digital engagement ecosystem

● Ensure campaigns are aligned to and reinforce system-level objectives, rather than operating as standalone activities

● Guide content, targeting, and channel strategies to ensure consistency, quality, and relevance across platforms

 

5. Emergency RCCE & Rapid Response (System-Linked)

● Support the design and coordination of digital RCCE approaches for emergency preparedness and response, including collaboration with HPS

● Provide technical support for content design and digital deployment during public health emergencies, ensuring alignment with established systems

● Synergy on the use of platforms such as U-Report and social listening tools for real-time feedback, rumor tracking, and adaptive communication

● Integrate emergency responses within existing digital systems to avoid parallel structures

● Create a dashboard to integrate online and off-line feedback mechanisms using ODK and other technologies to strengthen feedback collection working with government frontline workers and volunteers from Red Cross and other partners.

 

6. Cross-Sectoral Integration & Strategic Support

● Support implementation and alignment of priority SBC initiatives, including Kijana Imara, Afya digital platforms, and other sectoral programmes

● Provide technical input into social marketing campaigns such as FFA (First Foods for Africa), ensuring alignment with digital engagement systems

● Contribute to proposal development, partner engagement, and strategic planning processes

● Support alignment across MoY, other line ministries, internal SBC teams, and external partners

 

7. Monitoring, Learning & System Optimization

● Establish monitoring frameworks for digital engagement systems, including MoY-linked indicators

● Provide quality assurance to insights, dashboards, and reports across platforms

● Support adaptive learning and continuous system improvement

● Document best practices and lessons to inform scale-up across sectors

Minimum requirements:

Education:

  • BA - Public Health; Behavioural/Social Sciences; Communication for Development / Social and Behaviour Change (SBC); Health Promotion, Marketing and Audience Engagement (or related fields).

 

Work Experience:

  • Minimum of 8 years of relevant professional experience in Social and Behaviour Change (SBC), Risk Communication and Community Engagement (RCCE), digital engagement, marketing, or related fields.
  • Demonstrated experience working with UN agencies, government, and development partners, with a strong track record in multi-sectoral coordination and institutional engagement.

 

Language Requirements:

  • Fluency in English & Swahili (written and spoken) required.

 

Knowledge/Expertise/Skills:

  • Demonstrated expertise in designing and operationalizing integrated digital SBC/RCCE ecosystems, including development of system architectures, platform integration models, implementation roadmaps, and monitoring frameworks.
  • Proven ability to translate strategy into scalable operational systems, including integration of digital platforms (e.g., U-Report, IoGT or similar), two-way engagement mechanisms, social listening, and adaptive feedback loops.
  • Strong experience in multi-sectoral coordination and government engagement, with the ability to institutionalize digital systems within national structures.
  • Experience in designing and facilitating capacity-building processes, with a focus on adoption and sustained use of systems within institutions.
  • Strong analytical and writing skills, including development of frameworks, SOPs, technical reports, and system guidance materials.
  • Demonstrated ability to guide stakeholders in defining behavioural objectives, audience segmentation, intervention design, and results-based monitoring frameworks, with a focus on continuous engagement systems.

 

Desirables:

  • Experience working on youth engagement initiatives and government-led digital platforms.
  • Familiarity with UNICEF digital ecosystems (e.g., U-Report, IoGT) or similar large-scale digital engagement platforms.
  • Experience supporting RCCE in emergency or public health contexts.
  • Experience in knowledge management, documentation, and learning systems development.
  • Strong understanding of digital engagement, social listening, and behavior change in low-resource settings.
