                                                         TERMS OF REFERENCE

In the context of the transition to a new UNICEF Viet Nam Country Programme 2027-2031), the consultant is expected to support Office to strengthen its Digital Impact (DI) and Digital Transformation (DX) strategic approach, coordination and implementation, by providing technical, analytical and strategic support across internal functions and external programmes and partnerships. Working closely with the Technology for Development (T4D) Officer, Deputy Representatives, Section Chiefs and Programme teams, the Digital Impact Consultant will provide technical, analytical and strategic support to strengthen UNICEF Viet Nam’s DI and DX priorities during a crucial period when the Office is transitioning to a new Country Programme which elevates DI/DX to a key cross-cutting accelerator and puts a strong emphasis on evidence generation and knowledge management (KM). This includes the following priority tasks: support development of the 2026–2027 Digital Impact Strategy and Action Plan; leading an inventory and scalability assessment of UNICEF Viet Nam’s DI/DX programme portfolio; support acceleration in the internal use of DI/DX/KM tools, including artificial intelligence (AI), to improve effectiveness, efficiency and relevance across programmes, operations and partnership, advocacy and communications (PAC); scoping and strengthening public and private sector partnerships for DI/DX, as well as supporting the conceptualization and preparation of a potential Regional Conference on Child Online Protection.

Scope of Work:

1. Digital Impact Strategy and Action Plan (2026–2027)

Support the design and drafting of UNICEF Viet Nam’s Digital Impact Strategy and Action Plan (2026–2027), covering internal DI/DX (integration of digital tools, data and AI across programmes, operations, planning monitoring and evalution/KM and PAC) and external digital impact (engagement with Government, public institutions and public/private partners on DX and innovation for children), including facilitating structured consultations and validation with senior management and teams, ensuring alignment with the CPD 2027–2031 and UNICEF’s Strategic Plan and Digital Impact agenda, and defining priorities, sequencing, milestones, indicative resource needs and institutional roles for implementation

2. Digital Impact / Digital Transformation Portfolio Inventory and Scalability Assessment Lead a comprehensive inventory of current and planned DI/DX programme initiatives supported by UNICEF Viet Nam, in close collaboration with the T4D Officer and programme teams, and assess their scalability and sustainability using agreed criteria (including relevance to child-related results and national system strengthening, potential for national ownership, alignment with Digital Public Goods/Digital Public Infrastructure and responsible data and AI principles, and operational efficiency and synergies); develop practical, prioritized recommendations to inform investment sequencing, scale up/replication or consolidation decisions, and strategic positioning of UNICEF’s digital portfolio, while promoting alignment of country-level initiatives with relevant regional and global priorities, tools and platforms

3. Digital Impact/Digital Transformation, Knowledge Management, AI Utilisation and Institutional Learning

Strengthen DI/DX and AI-related knowledge management and institutional learning within UNICEF Viet Nam by documenting lessons learned, good practices and case studies from DI/DX initiatives; developing practical internal knowledge products (e.g., briefs, guidance notes or learning products) to support cross-functional KM and learning; identifying opportunities to enhance effective, ethical and responsible use of digital tools, data and AI to improve efficiency, effectiveness and relevance across Programme (including PME), Operations and PAC functions; and promoting internal collaboration and knowledge sharing on DI/DX approaches.

4. Strategic public and private sector partnerships for Digital Impact/Digital Transformation Review, strengthen and help expand UNICEF Viet Nam’s strategic public and private sector partnerships for DI/DX, including mapping priority stakeholders and opportunities across Government, development partners and the tech/private sector, and ensuring systematic coordination with UNICEF global/regional DI/DX teams. Work closely with Deputy Representatives, the T4D Officer, programme sections and PAC to align partnership engagement with programme priorities, partnership strategies and UNICEF procedures, and provide technical and analytical inputs to partnership concept notes, briefs and other early-stage engagement materials.

5. Conceptualization/preparation of a potential Regional Conference on Child Online Protection

Contribute to the strategic conceptualization and preparation of a potential Regional Conference on Child Online Protection, positioning it as a high‑impact platform for policy dialogue, partnerships, and public engagement on digital risks and child rights. Work in close coordination with the Child Protection section, the T4D Officer, and other relevant programme sections to shape the conference agenda, ensuring strong alignment with Digital Impact (DI) and Digital Transformation (DX) priorities, as well as UNICEF Viet Nam’s broader policy and advocacy objectives. Provide technical and analytical inputs to the development of key materials—including concept notes, session frameworks, and core messaging—on issues such as online safety, digital risks, artificial intelligence, and child rights in the digital age. Leverage the conference as a platform to convene government, private sector, and technology stakeholders, strengthening multi‑sector partnerships and ensuring coherence between conference positioning, partnership opportunities, and longer‑term engagement and fundraising strategies.

Minimum requirements:

Education:

• At least a master's degree graduate technology management or related topics.

• At least 10 years of experience in the fields of Technology for Development.

 

 

Work Experience:

• At least 10 years of experience in the fields of technology for development and digital transformation.

• Possess strong research and analytical skills with substantial experience in technology for development.

• Be well-versed in the Global and Government's strategic technology development and maintain a robust network within the tech sector.


Language Requirements:

English
