                                                         TERMS OF REFERENCE

The scope of work for the Technical Support to the 10 State Governments on the Implementation of Programme-Based Budgeting in the 2027-2029 Multi-Year Budget Programme include:

  1. Development of 2027-2029 Medium Term Expenditure Framework for the 10 States
  2. Development and review of the 10 States PBB pilot sectors, Medium Term Sector Strategies (MTSS) of Health, Education, WASH, and Social Protection
  3. Strengthening institutions and building capacities of MDAs in the 10 states on the concept and implementation of programme-based budgeting in the 10 states
  4. Sensitization and PBB training for the House of Assembly Committees on Finance and Appropriation, Health, Education, Social Protection and WASH in the 10 states
  5. Development and implementation of the 10 states transition plan for moving from the traditional line-item mode of budgeting to Programme-based budgeting for the Education, Health, WASH, and Social ProtectionSectors
  6. Strengthening planning, supervision/monitoring /evaluation, and reporting on the result-based budgeting initiative -including capacity building of the parliament around their oversight function and establishment of the 10 states budget monitoring platform
  7. Conduct citizen’s budget forum - CSOs and Media sensitization on the PBB and promote public awareness of PBB and budget transparency, and accountability in the 10 states
  8. Documentation of lessons, challenges to support scaling up of the initiative to other Sectors of the 10 states

Minimum requirements:

Education:

  • Minimum of a master’s degree in relevant fields such as Economics, public finances management, social sciences, social sciences, social sciences, social sciences, social sciences, social sciences, social sciences, social policy, finance/accounting, and development studies.

 

Work Experience:

  • Ten (10) years of experience in PFM activities, with previous experience in the successful implementation of international development activities.
  • Experience in developing MTSS for education, health, social protection and WASH in Nigeria
  • Experience in developing MTEF at the subnational level in Nigeria
  • Experience in developing subnational budget using the programme-based budgeting approach
  • Experience in capacity building of government officials on MTSS, MTEF and programme-based budgeting in Nigeria
  • Experience in developing budget performance indicators and monitoring mechanism at the subnational level in Nigeria
  • Experience with UN/UNICEF or other donor funded projects focused on governance and public financial management focused on education, health, and WASH.
  • Problem solving, conflict, and ethical management skills.
  • Strong skill set in reporting, monitoring, and evaluation.
  • Good team player and highly organized with strong planning, coordinating and time management skills.

 

Language Requirements:

  • English

 

Knowledge/Expertise/Skills:

  • Experience in developing MTSS for education, health, social protection and WASH in Nigeria
  • Experience in developing MTEF at the subnational level in Nigeria
  • Experience in developing subnational budget using the programme-based budgeting approach
  • Experience in capacity building of government officials on MTSS, MTEF and programme-based budgeting in Nigeria

 

Desirables:

  • Knowledge of PFM at the subnational government in Nigeria
