                                                         TERMS OF REFERENCE

Background:

Myanmar has experienced multiple humanitarian crises, and the escalation of armed conflicts has exacerbated the dire situation facing vulnerable children and their families. With extended learning losses, there is an urgent need for all children to be able to access safe learning opportunities to ensure they do not fall even further behind, and to help them to catch up when they are able to access full or partial returns to the classroom. The need is particularly acute for the most disadvantaged children, who have little access to private and/or online learning opportunities. UNICEF Myanmar is promoting access to quality education through low tech and piloting innovative digital learning solutions for foundational

literacy and numeracy. UNICEF Myanmar aims to significantly expand access to learning using education technology over the next two years of programming.

About the Programme:

UNICEF Education programme provides a variety of education support across regions to the most marginalized learners in Myanmar. This includes providing learning and teaching material in different languages, refurbishing learning spaces, and providing supplementary education through community hubs and outreach programmes. A key innovation of the educational programme is its emphasis on alternative learning pathways that can be adapted to Myanmar's complex context. The initiative employs a community-based learning approach, with community-based learning spaces supporting learners from early childhood through secondary education levels. These spaces are equipped with curated libraries, learning materials, and technology, including the Learning Passport. This assignment will support the Education Section in expanding its implementation of digital learning opportunities for both foundational literacy and numeracy as well as providing skilling opportunities to adolescents.

Minimum requirements:

• Education: Masters in Education, Educational Technology, Information Technology, Computer Science, Instructional Design, International Development
• Work Experience:
  • A minimum of five (5) years of progressively responsible professional experience in digital learning, education technology, learning management systems, education programme implementation, or a related field.
  • Demonstrated experience in managing or administering Learning Management Systems (LMS) or other digital learning platforms, including user management, content administration, organization and maintenance of online or offline learning resources, and platform support. Good understanding of UNICEF Learning Passport platform is an advantage.
  • Experience supporting the design, implementation or scaleup of digital learning initiatives, preferably in low-resource or humanitarian settings.
  • Experience developing and facilitating capacity-building activities, including the development of training materials and provision of technical support to government counterparts, implementing partners, educators or facilitators.
  • Demonstrated experience in analysing platform usage, learner engagement, user feedback and other programme monitoring data
• Language Requirements:
  • Excellent written and spoken English is required.
  • Knowledge of the Myanmar language is an asset.
• Knowledge/Expertise/Skills:
  • Strong knowledge of digital learning, education technology, learning management systems and digital education programme implementation.
  • Strong analytical, problem-solving, organizational and communication skills.
  • Ability to prepare clear technical reports, dashboards, data visualizations and presentations.
  • Ability to work effectively with UNICEF colleagues, implementing partners, technical teams, educators and other stakeholders.
• Desirables:
  • Knowledge of the Myanmar education context, including the needs of conflict-affected children, out-of-school children, children with disabilities and other vulnerable populations.
  • Previous experience working with UNICEF or other United Nations agencies on education or digital learning programmes.
  • Experience working in low-resource, humanitarian or conflict-affected settings.

• Applicants are requested to submit a Technical Proposal of no more than three (3) pages demonstrating their understanding of the assignment, proposed approach, practical problemsolving ability, and relevant experience.

1. 1. Understanding of the Assignment and Proposed  Approach

Briefly describe your understanding of the assignment and how you would approach the implementation of UNICEF Myanmar’s digital learning initiatives, including Learning Passport support, offline digital learning solutions, digital content development, and monitoring and programme improvement.

2. 2. Case Scenario and Proposed Response Assume that, during implementation of a UNICEF supported digital learning programme, the following issues arise:

• Some learners and facilitators experience difficulties accessing and using the Learning Passport.

• Implementing partners have varying capacity to provide technical support to users.

• Course completion rate varies significantly across implementing partners.

• Feedback from learners and facilitators is collected inconsistently.

• Recurring technical and access issues are reported.

Based on this scenario, describe how you would approach the situation and support UNICEF and its implementing partners.

3. 3. Examples of Previous Digital Learning Work

Provide one to three examples of digital learning content or products that you have developed or substantially contributed to developing.

For each example, indicate the title and purpose, target audience, your specific role, digital format or platform used, and a link through which the product can be reviewed.
