How can you make a difference?

Access to safely managed sanitation (SMS) remains a critical challenge globally with the Caribbean region being no exception.  The Caribbean region is also particularly vulnerable to the impacts of climate change, facing increasing frequent and intense climatic events such as storms, flooding and droughts. With the increasing climate variability, conventional sanitation approaches are being pushed beyond their limits, with catastrophic implications for human and environmental health, marine ecosystems, and tourism. Sanitation systems (both onsite and sewered) therefore must be climate-resilient - able to adapt, absorb shocks, and continue functioning under changing environmental conditions. The Joint Monitoring Programme (JMP) calculates that only 41% of the Caribbean population had access to safely managed sanitation in 2024. To protect the health and economy of the Caribbean, it is essential that sanitation systems are designed to withstand and recover from catastrophic events. The sanitation sector remains markedly underdeveloped in the Caribbean, hence there is an urgent need to strengthen the national and regional sanitation sectors, including onsite solutions, simplified sewerage and other related approaches, and policies, institutions, regulations, financing, and data management.

Recognizing the challenges in the region, UNICEF partnered with the World Bank to organize a workshop on Climate Resilient Safely Managed Sanitation (CRSMS) to increase participants’ knowledge and support them to develop scalable country plans for sanitation. Following the workshop, UNICEF and the World Bank agreed to continue providing support to countries for advancing CRSMS at national and regional levels through a cohort approach.

The purpose of the consultancy is to provide specialized technical expertise to UNICEF and participating Caribbean countries to advance climate-resilient safely managed sanitation, through the development of climate-finance and investment products, technical support for implementation of country roadmaps, analysis of regional enabling environments, and documentation of evidence and lessons to inform UNICEF and partner programming.

Minimum requirements:

• Education: Advanced degree in environmental engineering, public health, climate resilience, public policy, social sciences or related field
• Work Experience:

• At least 10 years of experience leading the development and delivery of safely managed sanitation programmes at a regional scale or higher;
• Demonstrated experience integrating climate resilience into sanitation or WASH programmes;
• Demonstrated experience providing technical support or capacity building to experts at regional or multi-country levels;
• Proven abilities for engaging with and leveraging funds from MDBs and DPs for the sanitation sector

• Skills: Excellent analytical, consultation, facilitation and writing skills
• Language Requirements: Excellent analytical, consultation, facilitation and writing skills
• Desirables:

• Experience working with UNICEF, World Bank, regional institutions, development banks or government-led sector platforms
• Experience organizing global or regional WASH workshops, conferences or events

Experience conducting high level engagements with government officials and stakeholders at regional and national levels
