How can you make a difference?

The consultancy will support UNICEF in ensuring that assigned construction projects are technically sound, adequately supervised and documented, and implemented in accordance with approved designs, technical specifications, contractual requirements, agreed timelines, applicable standards and relevant health, safety and accessibility requirements.

To qualify as an advocate for every child you will have...

Minimum requirements:

Education:

• University degree (Master’s) in Civil Engineering, Construction Engineering, Architecture, Structural Engineering, or another relevant technical field.

Work Experience:

• Minimum 3 years of relevant professional experience in construction project monitoring, site supervision, quality assurance, construction/rehabilitation works or other directly related technical fields.
• Experience in reviewing technical documentation, drawings, technical specifications, bills of quantities and cost estimates is required
• Experience in construction contract management, certification of works, payment verification and/or supervision of construction projects.

Knowledge/Expertise/Skills:

• Good understanding of the construction project cycle, including planning, design/technical documentation, procurement, contracting, implementation monitoring and project completion.
• Knowledge of construction supervision, quality assurance, certification of works and contract administration.
• Ability to review technical designs, specifications, BoQs and other construction documentation.
• Knowledge of applicable construction standards, health and safety requirements, accessibility and risk management.
• Strong analytical, planning, coordination and problem-solving skills.
• Ability to prepare clear technical reports, recommendations and monitoring documentation.

Language Requirements:

• Fluency in Bosnian/Croatian/Serbian (BHS) and English is required.

Desirables:

• Previous experience with UNICEF, another UN agency, international organization or development/humanitarian programme.
• Experience with public-sector construction or rehabilitation projects.
• Experience with procurement of construction works and engineering services.
• Familiarity with UNICEF or UN procedures related to construction, procurement and contract management.
• Emergency/humanitarian construction experience is an asset.
