How can you make a difference?

Specifically, the consultancy will:

• Review national TLR guidelines, standards, curriculum frameworks and selected Teaching and Learning Resources to determine the extent to which they promote gender equality, inclusion and positive representation of girls and boys, including learners with disabilities and other marginalized groups.

• Identify gender biases, stereotypes, representation gaps, inclusion risks and SRGBV-related content risks in content, examples, illustrations, language, roles, occupations, leadership portrayals, discipline practices, peer interactions and learning activities across sampled TLRs, including content that normalizes corporal punishment, harassment, bullying, coercion, victim-blaming or violence-linked gender norms.

• Assess alignment of the reviewed TLRs with Ghana’s relevant education and gender policies, curriculum requirements, TLR development standards and applicable international frameworks and good practice.

•Generate practical, prioritized and actionable recommendations to strengthen the development, review, approval and use of gender-responsive and inclusive TLRs in Ghana.

To qualify as an advocate for every child you will have...

  • Education: Masters degree (or higher) in Education, Gender Studies, Social Sciences or related field.
  • Work Experience: Minimum of 8 years of progressively responsible professional experience in gender and education programming, curriculum and textbook/TLR development or review, education research, policy analysis, and production of evidence-based recommendations for education-sector decision-making.
  • The consultant should demonstrate experience in:
  • Conducting gender-responsive and inclusive reviews of textbooks, teacher guides, supplementary readers, digital learning content or curriculum materials.
  • Applying qualitative and quantitative research methodologies, including content analysis, document reviews, key informant interviews, focus group discussions and stakeholder consultations.
  • Identifying gender bias, stereotypes, representation gaps, inclusion risks, disability-related barriers and SRGBV-related content risks in educational materials, including content that normalizes corporal punishment, harassment, bullying, coercion, victim-blaming or violence-linked gender norms.
  • Assessing alignment of educational materials with national policies, curriculum frameworks, gender policies and international standards.
  • Developing assessment tools, review frameworks, guidelines, checklists or toolkits related to curriculum, textbook or TLR development and review.
  • Preparing high-quality analytical reports, policy briefs and actionable recommendations for government and development partners.
  • Designing and facilitating validation workshops, stakeholder consultations and capacity-building initiatives.
  • Working with ministries of education, curriculum agencies, publishers, teacher training institutions or development partners on curriculum, textbook or TLR-related reforms.
  • Language Requirements: Excellent written and verbal communication skills in English are required.
  • Desirables:
  • Previous experience working with UN agencies, Ministry of Education and its agencies , or other education-sector partners in Ghana, particularly in assignments related to curriculum reform, textbook development, TLRs, g or education sector policy development.
  • Demonstrated familiarity with Ghana’s curriculum reforms, TLR development and approval processes, curriculum standards, and quality assurance mechanisms, including key roles and relationships between MoE, NaCCA, GES, publishers, curriculum developers and other actors.
  • Demonstrated experience applying international frameworks and standards related to to inform analysis and recommendations.
  • Experience translating complex analytical findings into practical, decision-oriented outputs, including policy briefs and developing practical tools, guidelines, etc. that supports gender-responsive TLR development and operationalization.
  • Experience designing and delivering capacity-building programmes, training materials, orientation sessions or professional development initiatives for curriculum developers, textbook authors, publishers, teachers, education managers or policy makers.
