The Democratic Republic of the Congo (DRC) is responding to its 17th Ebola Virus Disease (EVD) outbreak, confirmed in May 2026 and affecting Ituri, North Kivu, and South Kivu provinces. The situation remains complex and evolving, with transmission occurring in both community and health-care settings. Response efforts are led by national authorities in a context shaped by health system limitations, logistical constraints, insecurity, displacement, and diverse community perceptions influencing health-seeking behaviors.UNICEF supports the Government through a multi-sectoral approach, focusing on community engagement, surveillance, infection prevention, and the continuity of essential services for vulnerable populations.This context requires strong coordination, adaptability, and cultural sensitivity to support effective and equitable response efforts, particularly for children and at-risk communities. 

How can you make a difference?

The health system is under considerable strain, with capacities for isolation, rapid diagnosis, and case management sometimes being limited. Challenges related to specimen collection, transportation, and analysis, as well as delays in reporting and validating data, can hinder the timely confirmation of cases and the rapid implementation of control measures.

The operational context remains particularly complex, marked by persistent insecurity, population displacement, inter-provincial mobility, and limited humanitarian access in certain areas. These constraints are further compounded by mistrust among some communities toward the health system, the spread of rumors, and delayed recourse to healthcare facilities or reliance on traditional practices. These factors can delay the reporting of alerts, the isolation of suspected cases, and the effective monitoring of contacts.

To qualify as a champion for every child you will have… 

Minimum requirements:

  • Education: Bachelor’s degree in Public Health, Medicine, or a related field.
  • Work Experience: At least two (2) years of relevant professional experience in community-based surveillance or public health programs.
  • Skills: 
    • Good knowledge of epidemiological surveillance
    • Proficiency in Community-Based Surveillance (CBS) approaches
    • Knowledge of the community context and local dynamics
    • Ability to work effectively with community stakeholders
    • Strong supervision and training skills
    • Competencies in routine and mass vaccination activities
  • Language Requirements: Proficiency in French is required. 

Desirables:

    1. Language: Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish). Intermediate knowledge of English and national languages, particularly Swahili, is considered an asset.
    2. Experience in outbreak response (such as Ebola, cholera, or other infectious disease outbreaks) is considered an asset.
    3. Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Failure to comply with such requirements, where applicable and without a duly approved medical exemption from the relevant UN authority, will result in the cancellation of the selection or may lead to other administrative measures, including separation from service.

This position has been assessed as an elevated risk role for Child Safeguarding purposes as it is either a role with direct contact with children, a role that works directly with identifiable children’s data, a safeguarding response role, or an assessed risk role. Additional vetting and assessment for elevated risk roles in child safeguarding (potentially including additional criminal background checks) apply.

Government employees who are considered for employment with UNICEF are normally required to resign from their government positions before taking up an assignment with UNICEF. Humanitarian action is a cross-cutting priority within UNICEF's Strategic Plan. UNICEF is committed to stay and deliver in humanitarian contexts. Therefore, all staff, at all levels across all functional areas, can be called upon to be deployed to support humanitarian response, contributing to both strengthening resilience of communities and capacity of national authorities.

Eligible staff members on fixed-term, continuing or permanent contracts applying to IP TA positions in a duty station designated as L2/L3, may be able to retain a lien and their fixed-term entitlements, subject to approval by their Head of Office. The conditions of the temporary assignment will vary depending on the status of their post and relocation entitlements may be limited as per the relevant policies.
