How can you make a difference? 

Under the guidance and supervision of the Child Rights Monitoring and Evaluation Specialist and Planning and Monitoring Officer, the consultant is expected to provide expert technical support and leadership in all stages of the subject project. At the impact level, the consultant is expected to provide expert advice and inputs, coordination support services to achieve more effective planning, coordination, and monitoring of the implementation of all measures and activities planned by the national action plan for the implementation of the European Child Guarantee (NAP CG), by all national and sub-national stakeholders involved.


To qualify as an advocate for every child you will have…
 

  • A first level University degree (Master’s or PhD preferred) in one of the following fields: social work, sociology, economics, political science and other social sciences is required.
  • A minimum of 5 years of experience in the following areas (one or more): planning, implementation, monitoring and/or evaluation of social protection / education / public health policies and programs, is required. Close coordination and cooperation with government institutions is preferred.
  • Understanding of child rights and the situation of children in Croatia, including equity and gender equality issues.
  • Good knowledge of EU funding mechanisms and regulations and the Government’s budget processes.
  • Good knowledge of national and/or EU policies relevant to children and families is required. Knowledge with regards to the policies and measures referred to in the Child Guarantee initiative is preferred.
  • Excellent oral and written command of Croatian and English is required.
  • Commitment to adhere to the UNICEF Code of Conduct.

In addition to these required qualifications, skills and competencies, you will preferably have:

  • Proven experience in working on EU funded projects in the areas of social policy, public health and / or education, preferably in management / key expert roles
  • Experience in research and analysis in the areas listed above, and the ability to use data as evidence
  • Excellent planning and communication skills
  • Good multi-cultural and interpersonal skills with experience in networking with partners at all levels (ministry, regional and local authorities, beneficiaries, implementing partners, NGOs and local organizations).
  • Self-motivation with strong problem-solving skills and ability to work under pressure; good negotiation and presentation skills; pro-activity and a strong orientation towards results.
  • Proven written, analytical, presentation and reporting skills and demonstrated computing skills.
  • High level of computer literacy.

If there is a suggestion to adjust tasks/workplan from the one presented in the ToR, please elaborate with sufficient rationale and justification explaining effectiveness and efficiency of the revised approach.

  5. Financial proposal in EUR in the form of an all-inclusive lump sum fee (tax inclusive) against the deliverables outlined above. If there is a need for business travel, the travel cost must be included in the consultant fee for every deliverable. The office selects the individual based on the principle of the best value for money.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, program delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
