How can you make a difference?
The purpose of this consultancy is to provide senior expertise in complex databases to the de facto Ministry of Health (MOH), ATM (HMIS) DHIS2 aggregated and event data team, server upgrade, database and server maintenance, national data backup, and improved server administration. Due to the recent earthquake in Myanmar, the server backup system is urgently needed to be supported.
The purpose of this consultancy is to provide remote technical support to national ATM databases in HMIS system and the AIDS, tuberculosis and Malaria team.
Scope of Work :
The senior expert in complex databases will be hired for this assignment and will be responsible for the objectives spelled out in these TOR and work hand in hand with the HISP India team, HMIS and any other personnel from the national program and supporting organizations to AIDS, Tuberculosis and Malaria programs.
Expected Deliverables:
In order to reach the objectives spelled out in these TOR, the following outcomes are expected:
Server maintenance with safety and security measures provided
Servers are safe with backups and emergency plan in place
DHIS2 production, development and training instances functional.
Expected level of effort and timeframe
The international consultant will be working remotely using his remote access to the servers for a total of 30 days over the period of 1 May to 31 December 2025.

To qualify as an advocate for every child you will have…
Education
- Bachelor's Degree or equivalent in software and data base engineering, or related field. Advance degree is an advantage.
Experience
- Strong technical knowledge and experience in DHIS2
- At least 10 years professional work experience with large international organizations on Data management, DHIS2, data import and exchange between a number of various systems and DHIS2, data safety.
- Ability to work with multiple stakeholders.
- Excellent communication skills.
- Fluency in English is required.
- Knowledge of Myanmar public health context is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
