Under the IPA III/2023/440-638 project funded by the European Union, UNICEF in collaboration with Ministry of Family and Social Services will build on and contribute to Turkiye’s de-institutionalization process and the national care reform agenda towards community and family-based alternative care.

For every child, inclusivity

Background:

Insights from focus group discussions with social workers working in alternative care including foster care in Türkiye highlighted that adolescents represent one of the most disadvantaged groups in the alternative care system in terms of placement in family-based care. In addition, findings from fieldwork highlight that adolescents in foster care often experience emotional distress, difficulty forming meaningful relationships, and resistance to foster care placements.

The findings also underscore the importance of supportive relationships, resilience, and pro-social behaviors in fostering placement success. Adolescents with higher self-esteem and resilience adapt more effectively to foster care environments, while positive interactions with foster carers contribute to emotional stability and placement sustainability. However, many social workers report facing challenges in interacting with adolescents and are at a loss in addressing their needs; therefore, unable to support adolescents in their development, in particular when placed in foster care..

This gap necessitates the development of a comprehensive guidebook to equip social workers with evidence-based strategies and tools for effectively supporting adolescents in foster care. By addressing the unique needs of this age group, the UNICEF will support the Ministry to improve placement outcomes, reduce disruptions, and enhance the overall well-being of adolescents in alternative care.

How can you make a difference?

The primary goal of this consultancy is to develop a comprehensive guidebook for social workers, designed to address the unique challenges associated with supporting adolescents in foster care. The guidebook will serve as a practical resource to strengthen the capacity of social workers and foster families, ensuring positive outcomes for adolescents in care. Specifically, the guidebook will:

• Provide structured processes for social workers to address the emotional, social, and developmental needs of adolescents in foster care.

• Include practical tools such as checklists, assessment forms, and step-by-step guides to ensure consistent and effective support for adolescents and their foster families.

• Offer strategies and resources to empower foster families to build supportive relationships, encourage pro-social behaviors, and foster resilience in adolescents.

• Incorporate evidence-based practices to enhance self-esteem and emotional regulation among adolescents in foster care.

• Strengthen the capacity of social workers to manage complex family dynamics and communication challenges, enabling more effective interventions.
