Background
UNICEF Uzbekistan supports national partners in the development and implementation of social and behaviour change (SBC) interventions related to children’s health and wellbeing. The initiatives in this regard envisage collaboration with several national partner organizations on a variety of issues, including promotion of positive behavours towards immunization, positive parenting, inclusive education and others.
In the design and implementation of SBC interventions UNICEF various SBC programmatic approaches like design and conduction of Social and Behaviour Change Communication (SBCC) campaigns, service improvement through introduction of interpersonal communication skills development for pre- and in-service training of service providers, application of behavioural science for data and evidence generation, introduction and support the maintenance of different platforms for behavoiour change like Internet of Good Things (IOGT).
For the implementation of the planned activities, UNICEF is seeking the services of a local consultant to support timely accomplishment of interventions, including but not limited to liaison with subject experts, coordinating the collaboration with relevant stakeholders, content development and approval process coordination.
Scope of Work:
Under the overall guidance of Communication Section Chief and daily supervision of Social and Behaviour Change officer national consultant will:
Provide technical support to the implementation of SBC interventions with a focus on routine immunization and COVID-19 vaccination, namely:
- Development of content on immunization for IOGT based on the questions received from population.
- Support production of different communication materials, including SM posts, PSA, and others on routine immunization and COVID-19 vaccination.
- Support introduction of BCC curriculum for preservice and IPC training curriculum for in-service training of health workers.
Assist in the implementation of SBC interventions related to the prevention of violence against children, inclusive education, WASH focusing on:
- Supporting the development of the SBC plan for the prevention of violence against children, and inclusive education.
- Supporting production of different communication materials, including SM posts, PSA, and others on prevention of VAC, promotion of inclusive education and WASH practices.
Other relevant tasks, including verification and quality check of developed content and materials.
Deliverables:
Online and offline content and printed materials are drafted and cleared with national partners
Timeline:
July – December 2025
Total: Number of working days: 15 working days per month (July – December 2025)
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant
To qualify as an advocate for every child you will have…
- Advanced university degree in social studies, health communication, or any other relevant field.
- Minimum of 3 years of relevant experience in communication, including health communication, social behavior changes interventions.
- Developing country work experience and/or familiarity with emergency is considered an asset.
- Fluency in English, Uzbek and Russian are required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
