UNICEF has been working in Cameroon since 1975 to enable women and children to fully exercise their right to unrestricted development, as enshrined in the United Nations Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon in seven areas in order to fully realise the rights of women and children. These areas include health, HIV/AIDS, water, sanitation and hygiene, nutrition, education, child protection and social inclusion. UNICEF focuses primarily on the most vulnerable and excluded children and families. The population of Cameroon in 2020 is estimated at 26,545,863 according to UN data. The population is young and generates strong socio-economic demand. In rural areas, limited access to basic social services and the effects of climate change are leading to impoverished households and severe deprivation for children. The task is immense but not insurmountable; it requires the energy of all the players inside and outside Cameroon: women, men, young people and children, the government, technical and financial partners, donors, civil society, the private sector, parliamentarians and communities. How can you make a difference? 

Context

UNICEF will be implementing the phase 2 of a KOICA funded Multidimensional Child Protection project 2025 – 2028 which aims to strengthen services for vulnerable Children in the areas of Education, WASH, Birth Registration, Child Protection, and the Establishment of Strong Municipality Coordination mechanisms for vulnerable Children (Child Friendly Municipalities) in the East Region of Cameroon. The Project will be implemented by UNICEF field office in Bertoua with technical support from the UNICEF Yaounde Country Office.

Task Description

Based in the Bertoua field office, and under the overall supervision of the Chief of Field Office of Bertoua, the incumbent will be responsible for the following duties:

  • Assist with the monitoring and reporting of the projects and activities.
  • Develop and implement a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes and impact).
  • Assist with the collection, analysis and management of data and information.
  • Create and maintain a database for project performance indicators, track progress toward indicators, analyze data and verify the quality of the data.
  • Ensure the work-plan and performance management plan (PMPs) is in line with approved proposals, and support regular review and update as needed.
  • Suggest strategies to improve the efficiency and effectiveness of the project
  • Recommend further improvement of the logical framework.
  • Prepare project progress reports, monitoring reports, and other relevant documents. This includes quarterly and annual reports.
  • Contribute to the preparation of reports on the findings and lessons learned
  • Contribute to internal and external communication strategy to disseminate good practices.
  • Support the Bertoua Sub-Office to plan, organize and conduct field missions and meetings with local authorities, community members and other stakeholders to plan, manage and monitor projects and activities.
  • Review monthly progress reports from partners and ensure evidence is provided to back-up information and data.
  • Prepare Issues Log and Risk Log for the project.
  • Ensure data collected includes performance measures and indicators for Gender and Social Inclusion.
  • Support Capacity building and training of M&E support staff (evaluators) on M&E technical and conceptual areas.
  • Actively participate in office’s meetings and discussions on M&E and other related topics.
  • Any other related tasks, as they may be required or assigned by the supervisor.

Program/Project Description

The incumbent will contribute to the Monitoring and Evaluation aspects of the phase 2 of a KOICA funded Multidimensional Child Protection project 2025 – 2028 which aims to strengthen services for vulnerable Children in the areas of Education, WASH, Birth Registration, Child Protection, and the Establishment of Strong Municipality Coordination mechanisms for Children (Child Friendly Municipalities) in the East Region of Cameroon. 

Results/Expected Outputs

The post holder will:

- contribute to the monitoring and evaluation of the Project's performance, in particular the Project's outcomes and outputs (see the Project Document).

- collaborate with section leads on the project’s different outcomes (Education, Protection, WASH, Social Policy, and SBC), of any “off track” progress and discuss corrective measures to redress such situations.

- keep track of documentation pertaining to monitoring and evaluation of progress on the project’s outcomes/outputs, restitute the documents as needed, and alert teams on upcoming expectations from the donor and commitments in terms of M&E.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: Advanced university degree in social sciences, statistics, development, international relations, economics, planning or other related fields.  
  • Work Experience: 5 years of experience in programme planning, development and implementation, Monitoring, Evaluation, Accountability, Reporting and Learning (MEAL).
  • Language Requirements: Fluent in English is requirement. 

Desirables:

  • Developing country work experience and/or familiarity with emergency. 
  • Experience working with KOICA (Korea International Cooperation Agency) or familiarity with KOICA funded programmes procedures (directly or indirectly) as well as knowledge of Korean culture, working style and language will be an advantage.
  • Experience working in the UN or other international development organization is an asset.
  • Experience in coordination and facilitation of multi-stakeholder projects is an advantage.
  • Full computer literacy.
  • Fluency in English is required. Knowledge of another official UN language is an asset. As many tasks to be performed by the incumbent of the job will be directly linked to coordination with Korean authorities and entities, knowledge of Korean language could be considered an added value.
  • Advanced language skills in French or ability to improve quickly, will be an asset (the East of Cameroon is French speaking).
  • Familiarity with Nexus programmes and approach.
