BACKGROUND

Purpose of Activity/ Assignment:

The Immunization Section is entering a period of strategic transition, marked by the shift to a new Organizational Management Plan (OMP) and the evolution from Gavi 5.0 to Gavi 6.0. These changes bring new priorities, structures, and ways of working that require thoughtful adaptation and alignment across teams. In such contexts, the ability to retain critical knowledge, preserve institutional memory and improve collaboration becomes essential to ensure continuity, coherence, and sustained impact. Knowledge management plays a vital role in capturing and disseminating learning from past and ongoing initiatives, particularly as the current Strategic Plan (SP) and OMP cycles conclude. Documenting lessons learned, good practices, and implementation insights will help inform future planning and strengthen adaptive learning across the organization. This is especially important for ensuring that institutional knowledge remains accessible and actionable during times of change. The transition to Gavi 6.0 also introduces updated processes and guidance that require clear communication and capacity-building across Country Offices and partners. Strategic KM support is essential to ensure that these changes are well understood, internalized, and implemented effectively. In addition, knowledge management can function as a bridge to support collaboration and improve organizational learning and effectiveness in times of change and uncertainty.

This consultancy will contribute to these efforts by advancing targeted KM initiatives that promote knowledge continuity, internal collaboration, and organizational learning.

Scope of Work:

Scope of Work:

The consultant will support the Immunization Section by advancing the next phase of the KM Strategy through targeted deliverables across several areas:

1.         Knowledge Retention and Onboarding

•           Design and implement a pilot process to capture tacit knowledge from retiring staff through structured interviews and synthesis materials.

•           Develop templates and guidance to support internal team reflection practices.

•           Update and maintain the Immunization Section Induction site to ensure accuracy and ease of use.

•           Create a microsite for Pre-screened Experts Pool on Immunization Technical functions and support in maintaining it.

2.         KM support for Gavi 6.0 change management

•           Establish, populate, and update the Gavi 6.0 microsite, coordinating with stakeholders to identify, develop, and publish relevant content.

•           Organize a webinar series (8-10 sessions) targeted at Country Offices to support awareness of updated Gavi 6.0 processes and guidance, including coordination, communication, and facilitation tasks.

3.         Knowledge Sharing and Internal Communication

•           Organize and facilitate 2–3 KM Clinics to strengthen team capacity on priority topics such as the use of AI tools, knowledge practices for documentation and best practices on event organization.

•           Coordinate and deliver 1–2 Immunization-focused Brown Bag webinars to promote cross-team learning and knowledge visibility.

•           Develop and disseminate 2–3 user surveys to evaluate the uptake and usability of technical products, complemented by 1–2 webinars to support dissemination and feedback loops.

•           Design and deliver two training sessions on the responsible use of AI tools for knowledge-related tasks, tailored to team needs.

4.         Technical Advisory Support to the new NIS Costing Tool (NIS.Cost Web) development team

•           Provide guidance on design, layout, and user experience (UX) to enhance usability.

•           Draft tooltip content, help text, and user-oriented support materials.

•           Contribute to the development of a governance framework and user guidance package to support implementation and adoption.

These deliverables will contribute to more sustainable knowledge practices across the section, help mitigate the risks of knowledge and enhance team capacity during a period of organizational change.

Qualifications

Education:

Advance university degree (Masters) in  Public Policy, Knowledge Management, Public Health, International Development, Law, or related fields

Work experience:

Knowledge/Expertise/Skills required:

•      At least 5 years of professional experience in knowledge management, learning, or strategic communications

•      Proven ability to facilitate cross-functional collaboration and stakeholder engagement

•      Experience developing KM systems, strategies, or processes within large institutions, preferably the UN system.

•      Strong writing and synthesis skills

•      Familiarity with digital platforms for KM, including SharePoint, MS Teams, and AI tools

•      Experience supporting global health programmes

Requirements: 

Completed profile in UNICEF's e-Recruitment system and

  • Upload copy of academic credentials
  • Financial proposal that will include/ reflect :
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability
  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
