For every child, the right to support

The consultant will support the regional Emergency team in charge of the management of three (3) ECHO multi-country ongoing projects, as well as of new upcoming ECHO proposals. He/she will ensure the optimal follow-up and implementation of the ECHO-funded actions, working closely with the Regional Office and the 17 COs involved in the projects, supporting the Emergency team for the projects’ monitoring and follow-up (COs’ disbursements and roll out plans, projects’ workplans implementation and detailed monitoring, etc.) as well as the donor regular and ad-hoc reporting, as per donor’s requirements. Additionally, the consultant will support the organization of regular donor’s monitoring meetings with the COs, the development of regular ECHO projects’ modification requests (top-ups), and the elaboration of new multi-country ECHO proposals in the frame of new emergency funding envelops in LAC (both preparedness/DP and response) according to ECHO’s e-Single Form templates and structure.

How can you make a difference? 

The consultant in close coordination with LACRO Emergency unit and COs involved, will:

1. Ensure timely and effective monitoring of ECHO HIP projects’ technical implementation in support and close coordination with LACRO Emergency team and COs’ focal points.
2. Ensure follow-up and reporting (both internal and to the donor) – interim and final including technical and financial - of the ECHO HIP projects implementation, in support and close coordination with LACRO Emergency team and COs’ focal points, including support for evidence generation and related knowledge sharing.
3. Ensure that the overall information management (IM) associated to ECHO HIP projects is carried out as planned, in coordination with LACRO and COs involved.
4. Ensure quality support to LACRO Emergency team for the elaboration of up to three (3) modification requests (MR) (including new proposals, Top-Ups, Crisis Modifiers) with monitoring and reporting elements, as well as the development of formats and envelop for sudden onset emergencies, including ECHO Alert, Small-Scales, among others.

The formulation of existing ECHO projects modification requests and of new project proposal, will have to be fully aligned with ECHO’s e-Single Form structure: characterizations of humanitarian needs assessment and its geographical delimitation.

a. Analysis of humanitarian response and strategy.
b. Identification of beneficiaries and vulnerable groups.
c. Definition of the logic of the intervention (i.e., objectives, sectorial indicators, targets, activities, required budget and workplan).
d. Assumption statements with corresponding risk analysis and management.
e. Monitoring and evaluation as well as accountability mechanisms.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: University degree in Social Sciences, International Relations, Education, Public Policy, Social Policy, Social Development, Community Development, or other relevant disciplines.
  • Work Experience: Minimum of 5 years of relevant professional work experience in project management and coordination in the humanitarian and/or human rights sector.
    • International and developing country work experience at Regional, National or sub-national level.
    • Experience in Humanitarian Action and with ECHO projects.
    • Networking experience with international organizations, NGOs and other key partners at regional and country level.
    • Professional technical knowledge and expertise in project technical coordination.
    • Extensive knowledge of UNICEF programme works in the LAC Region in the areas of Humanitarian Action and migration.
    • Familiarity with emergency response strategies, as part of the main UNICEF programme areas.
  • Language Requirements: Fluency in Spanish and English is required
