How can you make a difference? 
 
LACRO is moving to close out the Regional Office Management Plan (ROMP) 2022 2025 and commence activities under the UNICEF Strategic Plan (SP) 2026 2029. UNICEF, is the lead agency for supply and cold chain, plays a critical role in contributing to the effectiveness and sustainability of immunization supply chains and vaccine delivery. In line with this mandate, the recruitment of a consultant in Immunization Cold Chain Consultant will provide essential support to prioritized countries and to strengthening
capacities in the following key activities:
 
Key Activities
 
Immunization subnational analysis: conduct in close collaboration with DAMP-NYHQ a comprehensive evidence-based data analysis for key priority countries to support strategic planning and inform decision making to identify areas to target interventions to reach zero dose children, identify subnational disparities and equity gaps. The consultant will facilitate the capacity building process that supports data use, data quality assurance, and training of visualization tools. The consultant will serve as LACR focal point for the Electronic Joint Reporting Form (eJRF) Technical Committee to improve reporting practices, reinforce monitoring and accountability mechanisms to reach the Immunization Agenda 2030 objectives.
 
Adapt and validate immunization supply chain and cold chain training courses: the consultant in collaboration with HQ Supply Division, will lead the adaptation to LAC context and validation of the AGORA immunization supply chain and cold chain courses. The consultant will socialize the courses to support LACR efforts to build and sustain the capacity of Country Offices, Ministries of Health, and key implementing partners. The supply chain and cold chain courses are: a) temperature monitoring in the vaccine cold chain, b) vaccine and cold chain management, c) design and repair maintenance system for cold chain equipment, d) immunization supply chain management, e) vaccine stock management, and f) usage of passive and coolant packs.
 
Organize a Regional Workshop of Immunization Supply chain: the consultant will organize LACR regional workshop focused on strengthening the efficiency, sustainability and resilience of immunization supply chains and sharing good practices of flagship interventions such as optimization of supply chains and solar powering health to the last mile to enhance primary health services, and vaccine potency and delivery. This event aims to share with Ministries of Health knowledge, experiences, and tools to strengthen their supply chain planning and bring together Immunization supply chain experts and stakeholders to discuss practical solutions and innovative strategies that can be adopted in the region. The consultant will develop the concept note, coordinate and follow up on invitations, design the workshop methodology and the agenda, support various thematic leads to coordinate the various sessions of the workshop and draft the workshop report.
 
Document good practices on supply chain strengthening: the consultant will support the documentation of good practices and lessons learned of supply chain strengthening initiatives led by LACR to inform regional strategies, and cross-country learning. This will include synthesizing insights of a) cold chain inventory and the b) cost effectiveness analysis for optimization of the supply chain in Honduras, highlighting effective approaches and challenges encountered. The consultant will serve as LACRO focal point to provide strategic technical direction to CO for quality assurance and ensure the successful development and deployment of UNICEF initiatives.
 
All reports will be presented in English language.

Minimum requirements:

Work experience
  • A minimum of five years of relevant and increasingly responsible professional work experience in the immunization supply chain, logistics, information management, and/or other related fields at both national and international levels is required.
  • Minimum one year of work experience in national and/or international organization/s and/or national government.
  • Knowledge of cold chain management is an asset.
  • Experience in interfacing with Ministries of Health is an advantage.
 
Working Languages
  • Fluent in Spanish and English
  • Knowledge and / or fluency in Portuguese and/or French will be considered and asset

Requirements:
  • Completed profile in UNICEF's e-Recruitment system and Upload copy of academic credentials 
  • Financial proposal that will include: 
  • your daily/monthly rate (in US$) to undertake the terms of reference 
o travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
o Any other estimated costs: visa, health insurance, and living costs as applicable.
o Indicate your availability
Any unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the
  • consultant.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF.
