How can you make a difference?

Background and Purpose:

UNICEF is agency of the United Nations mandated to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. Guided by the Convention on the Rights of the Child, UNICEF strives to establish children’s rights as international standards of behaviour towards children.

UNICEF completed construction of Common Office Premise in Mbuya, Boazman Road Plot 142 & 143 Nakawa Division. The 7-story green office building, part of a sustainable campus, includes an office block with modern amenities, a utility building, and support infrastructure.

Purpose

While operational, several minor but essential improvements are needed to enhance functionality, safety, user comfort, and overall performance. These improvements are bundled into six (6) LOTs of works, labelled A through F, to address these improvements across various locations of the facility.

The project has several running Legacy contracts that need to be monitored. These including:
a) Construction of the Building, that has now entered into the Defects Liability Period, [by CEMENTERS Uganda Limited] that runs upto 31st Jan 2026
b) Monitoring of the Defects Liability Period, [ARMSTRONG] that runs upto 31st Jan 2026
c) Certification of the Building as a Green Building [GBCSA] that runs upto 31st October 2025
d) Audit of the Building as a Green Building [Inside Out Inc] that runs upto 31st October 2025

The project has several new contracts and engagements that need to be monitored. These include:
a) Closure of the Final Account [FBW]
b) Structural Integrity Investigations [BUREAU VERITAS]

Justification
1. The Construction Project has entered the Defects Liability Period, during which defects must be identified by UNICEF representative; Then the Contractors need to be monitored in addressing these defects.
2. The Main Contractor is claiming extra pay beyond the work done, and a review and resolution of the matter is ongoing with the engagement of the former supervising contractor. UNICEF requires a representative to follow UNICEF’s interests and assess the engineering aspects of the claims, with a view to advising on the steps required for resolution.
3. The Construction Project was required to take on Insurance cover for the facility but has elected to have the need reviewed by independent structural firm. UNICEF will need a representative to follow up the firm carrying out the structural integrity assessment, review the findings and advise on the steps for compliance.
4. The Project Management Team and Steering Committee have identified and approved for implementation over 350,000 USD worth of improvements to the function of the building, the Electrical sustainability of the building. A UNICEF Representative is required to support in developing ToRs, reviewing scope, soliciting specifications from contractors, support in contracting, monitoring execution of the improvement works.
5. The new building is yet to receive the 2nd (Post Construction) Green Building EDGE certificate from GBCSA. The UNICEF representative will follow up with the Auditor and certifier and contractors for submissions, reviews and check on progress of the certification.
6. UNICEF would like to explore options to optimize the performance of the lighting, solar power and consumption in the building. There is a need to brief the service providers and obtain expert opinion from contractors and specialists on possible interventions.
7. UNICEF is coming to grips with managing and operating the new facility and its various systems and needs support in orienting the admin section responsible.
8. The Project Management Team, Steering Committee (composed of both UNICEF, and WFP country heads), and DFAM in New York, required routine reports and updates on progress of the overall project. UNICEF representative will compile and report on progress.

Objectives

Develop ToR’s, reviewing scope, soliciting specifications from contractors, support in contracting, monitoring execution of the improvement works, over a 3 - 4-month period

Specific Objectives

Improvements to the Building - Group 1
• Structural Integrity Assessment, Tests and Report
• Irrigation system: Holding tank, pump, controls and piping
• Rainwater Harvesting: Holding tank, pump, controls and piping
• Solar Hybrid Inverter / Bids submitted
• Two internal meters to track the outflow of treated affluent from the WWTP
• Water Flow regulators for showers
• Metal grill along the plumbing line to screen solids along WWTP line & Bucket to empty the Grease Trap
• AC Improvements: with Grille and return vents in Offices
• Isolator & Timers for the 2 fountains, and the provision of a new external switch which is easily accessible
• Water provision (including filter) for the caterer at the canteen
• Expansion to Kitchen & Store for Caterer
• Additional parking Areas - slots adjacent to the main entrance gate and along Boazmann Road (up to 10 slots)
• Safety Netting on the 1st and 3rd Floor
• Repair of the bent Boom Barrier (Second Incident in March 2025)
• Decentralization of Fire Alarm
• Renovating existing guard structure at the Mango Tree / lower parking
• Railing for safety at the roof top
• Extra Partitions walls for Meeting Rm 1 &2 in WFP wing
• Soundproofing of several offices in WFP wing
• Soundproofing of several offices with MDF option
• Workstation Furniture: Amendment to PO to include extra items supplied by PRIME
• Timber Dado strip to protect the walls where chair scratch the surfaces
• Extra Wind Screens to the last bay of the dining area
• Traffic lights signal - For Car Plate Reader (MANTRA)
• Dual use - Door Locks for the conference Building (2)
• Razor wire supply and fix along the perimeter fence
• Platform in the waiting area at the gate - 450m high, to aid visitors reach the security window
• Enrolment Station & Cables for a screen at reception
• Extra storage for CCTV Camera system (20TB).
• AC in 1 Storerooms on level 1
• Supply and install metallic posts at check point including a chain - Lower Parking Area
• Main Gate: Improvements to the operation (change to swinging on request of the Security officer)
• Main Gate: Mechanization / Motorization of the gate

Proposed Improvements - Group 2
I. Sensor for fire Doors which are open
II. Extra Canopy for the Waiting area, at the Gate House (Request from Security Office)
III. Smoking zone (with benches and umbrella)
IV. Extra Branding around the common Areas
V. Cast lean concrete underneath the fence to make net firm and secure (Class C15)
VI. Improvements to the Grey Water System
VII. Disability Fire safety escape wheelchair
VIII. Tinted Film for the sun protection at the gate canopy (Request from security office)

Major Tasks:

1. In collaboration with the Supervising Consultant, Monitor the Main contractor, sub-contractors, and supervising contractor on how they are addressing defects during DLP.
2. Follow up on Supervising Contractors, for their action on a resolution to CEMENTER’s claim for extra pay
3. Follow up the firm carrying out the structural integrity assessment, review the findings and advise on the steps for compliance
4. Develop ToRs, review scope, soliciting specifications from contractors, support in contracting, monitoring execution of the improvement works.
5. Follow up with the Auditor and certifier and contractors for submissions, reviews and check on progress of the certification.
6. Follow up and brief service providers and obtain expert opinions from contractors and specialists on possible interventions to optimize performance of solar power system, lighting in the building and power consumption.
7. Coordinate orientation of the admin section to the requirements, duties and needs of managing the systems in the new facility.

To qualify as an advocate for every child you will have…

Technical Background and experience
• Degree in Architecture or Engineering, and qualifications in Project management.
• Minimum Eight years of progressively professional work experience in Architecture and/or Engineering; planning, operations, and management.
• Thorough knowledge of managing construction works in Uganda, including contract management and site supervision.
• Previous experience in supervision of construction works
• Experience in EDGE green buildings certification is an advantage
• Strong analytical and communication (oral and written) skills.
• Knowledge of building regulations in Uganda.
• Complete proficiency in English
• Computer proficiency, including use of relevant use of software and other applications e.g. word processing, spreadsheets, internal databases, internet navigation etc.
• Ability to work in the field and under pressure to meet deadlines
