BACKGROUND
Purpose of Activity/Assignment:
To support the work of the OIAI Fraud Investigation Team through the preparation of draft case assessments, identification, collation, presentation and analysis of data, requests for information from UNICEF and external sources, case file management and assistance in the drafting of reports, assessments and referrals.
Due to the nature and confidentiality of the work assignment for OIAI , the consultant will be required to work from the OIAI New York office on a regular basis.
Scope of Work:
Reporting to the Fraud Team Chief, the consultant will be required to:
• Assist the Fraud Team Chief in initial triage of new fraud allegations reported to OIAI;
• Interrogate UNICEF systems to obtain data and information pertaining to triage and case assessments;
• Compile, submit, collate and manage responses to information requests from complainants, whistleblowers, UNICEF personnel and external parties in furtherance of case triage and assessments;
• Ensure that OIAI case files are appropriately updated with all information obtained;
• Draft case assessments and referrals to Country Offices and UNICEF departments as appropriate for submission by the team Chief;
• Maintain and manage a fraud case status tracker for new allegations, assessments and investigations;
• Assist in the progression of fraud investigations through information requests, UNICEF system and open-source enquiries, participation in interview, production of synopses and other tasks as assigned;
• Produce Notes for the Record to form part of evidential case files used in assessments and investigations;
• Assist in review and assessment of backlog cases through information collation and drafting of assessment reports.

Qualifications
(1) Education
University degree in Law, accountancy, finance, or statistics would be advantageous to the position, however a Bachelors or equivalent plus relevant experience would be considered.
(2) Knowledge/Expertise/Skills required:
• 3 years experience of relevant work experience in combination with relevant education;Ability to analyse and present data;
• Ability to present data, issues and information in clear narrative format;
• Experience in an investigation environment, including case management, assessments or evidential review;
• Experience in use of IT, including bespoke databases;
• Data analysis;
• Open-source research;
• Report and memorandum writing;
Desirable:
• Fraud related experience would be an advantage;
• Fraud Investigation experience an asset;
United Nations system experience an asset.
