Purpose of Assignment:

Emerging evidence from AIC implementation demonstrates substantial improvements in foundational skills within a single academic year, particularly among the lowest-performing learners, as well as positive shifts in teaching practices and school-level learning culture. Similarly, the CFS model has contributed to improved school environments, increased student participation, and strengthened engagement with communities. These results highlight the potential of both interventions to inform broader system reform and scale-up.
 
The CFS project is now approaching its conclusion on 31 December, creating a critical need to consolidate results, document lessons learned, and ensure sustainability through integration into government systems, while meeting donor reporting requirements. At the same time, the AIC initiative has expanded geographically, particularly in Cunene Province, increasing the need for strengthened field-level coordination, monitoring, and technical support to provincial and municipal education authorities. In addition, a Social and Behaviour Change (SBC) strategy has recently been introduced under the AIC programme in Cunene to promote continued learning opportunities for children and adolescents as a shared family and community responsibility. Through community dialogues, the strategy aims to strengthen evidence-based community engagement in education, promote parental involvement in children’s learning, identify barriers and opportunities for behaviour change, and reinforce linkages between schools and communities. As a people-centered approach, it also seeks to ensure that community feedback informs decision-making processes led by the Provincial Government of Cunene.
 
The project in Cunene also foresees a new complementary component, Libraries without Walls, which aims to strengthen access to reading and learning opportunities for children and communities through the establishment of community-oriented reading spaces and the provision of learning and reading materials in target schools.
 
This will be the first time the Education team will be implementing this component in conjunction with AIC. As such, additional technical support from the consultant is required to liaise closely with provincial and municipal education authorities, school leaders and communities on how best to adapt and operationalize the intervention in the target schools, including the identification of needs, set-up modalities, community engagement approaches, and appropriate monitoring mechanisms to support implementation and sustainability.
 
Given the scale, geographic spread, and operational complexity of these interventions, dedicated technical consultancy support is required to support effective coordination, monitoring, and implementation follow-up/ The consultant will support quality implementation of AIC, CFS, and the new Libraries without Walls component in Huila and Cunene provinces, including coordination with education authorities, monitoring, data management, and documentation of results and lessons learned.

 

Scope of work:

Under the supervision of the Education Specialist, and in close collaboration with the UNICEF Education team and relevant government counterparts, the consultant will provide technical, coordination, and monitoring support to the implementation of the AIC and CFS interventions in Huíla and Cunene provinces.

Minimum requirements:

Education:
• Bachelor’s - Education, social studies or other related/relevant fields
 
Work Experience:
• 3 years of experience with Education programs
 
Language Requirements:
• Fluency in Portuguese is essential
 
Knowledge/Expertise/Skills:
• Previous experience managing education projects
• Previous experience with the United Nations System
• Proven knowledge of the CFS and the AIC approach is an asset
• Experience working with government counterparts
 
Desirables:
• Candidate to be based either in Huila or Cunene
• Experience with community engagement/SBC
