Job Description:
The HR Generalist III independently carries out a wide range of advanced, high‑level human resources responsibilities and reports to the Associate Director of Human Resources. This role primarily provides comprehensive HR guidance, support, and data‑informed recommendations to College of Nursing leadership, staff, and faculty, while ensuring full compliance with College, University, State, and Federal laws, policies, and regulations. The position requires in‑depth knowledge of College and University policies and procedures and the ability to interpret and apply them thoughtfully in complex and sensitive situations. The HR Generalist III must also demonstrate strong interpersonal, consultative, and communication skills to effectively partner with and support leaders, faculty, and staff across the organization.
 

HR Recruitment and Hiring Manager
Independently oversees and manages the full recruitment and hiring lifecycle for the College of Nursing, serving as the primary HR subject matter expert. Provides expert guidance and consultation to leadership, search committees, and hiring managers on recruitment strategy, posting requirements, interview processes, veterans’ preference, foreign national employment requirements, background screenings, health assessments, work authorization, reference checks, advertising strategies, and compliance timelines.
Responsible for independently reviewing, approving, and ensuring accuracy and compliance of all letters of offer and appointments prior to issuance. Reviews and approves all HR recruitment and hiring transactions in PeopleSoft, ensuring completeness, accuracy, and adherence to University, College, State, and Federal regulations.
Oversees faculty and staff recruitment postings in PeopleSoft, ensuring postings are strategically developed, accurate, and fully compliant with UF recruitment and faculty hiring guidelines. Provides recommendations on advertisement content and placement to support effective recruitment outcomes. Ensures all recruitments advertised through UF posting systems are appropriately managed, documented, and closed in compliance with institutional requirements.

Advanced HR Operations, Appointments, and Workforce Lifecycle Management
Independently manages and oversees complex HR lifecycle activities for the College of Nursing, including employee appointment tracking, renewals, reappointments, and separations across all salary plans. Serves as the primary HR authority coordinating with department administrators to ensure employee changes, reappointment letters, terminations, and leave settlements are processed accurately, compliantly, and within required timelines.
Develops, implements, and maintains robust tracking and record management systems to proactively manage appointment end dates, prevent payroll errors, and ensure timely processing of final compensation and cash payouts, mitigating institutional risk related to overpayments or delayed compensation.
Serves as the College of Nursing’s primary HR liaison and subject matter expert for international employees and visiting scholars, coordinating complex hiring and employment actions with departments, Fragomen, Central UFHR, and the UF International Center. Independently reviews and validates offer letters, appointment documentation, and immigration materials to ensure regulatory compliance prior to submission, and facilitates the generation of required international tax documentation.
Provides advanced oversight of Graduate Assistant and Fellowship appointments, ensuring accurate entry into the Letter of Appointment system, monitoring tuition waiver eligibility, and proactively resolving issues that may impact payment or continued appointment. Tracks renewal and end dates to ensure timely reappointments or separations.
Administers the College of Nursing onboarding program for all new employees, ensuring consistency, compliance, and a high-quality onboarding experience. Independently coordinates onboarding activities with department chairs and supervisors, including welcome communications, onboarding checklists, institutional orientation, and structured first-, third-, and nine-month check ins. Advises department leadership on HR policies, procedures, regulations, and employment laws integral to faculty and staff onboarding.
Manages the College’s offboarding process for employees and volunteers, ensuring compliance with institutional requirements. Responsibilities include overseeing termination documentation, coordinating exit processes and interviews, ensuring the retrieval of University property, and facilitating timely system access removal.
Authorizes Gator ID access and oversees business card requests for new employees. Manages and approves Alternate Work Location agreements in accordance with University policy.

Payroll, Leave, and FMLA Administration
Provides independent oversight and quality assurance of payroll and leave administration for the College of Nursing. Coordinates with time and leave approvers to ensure accurate and timely entry and approval of time records. Issues proactive communications and reminders to ensure compliance with payroll deadlines.
Processes complex payroll transactions, including leave balance adjustments, off cycle checks, wage refunds, and serves as backup payroll approver. Reviews biweekly preliminary and final payroll reports for accuracy, ensuring compliance with University policies and payment timelines.
Family and Medical Leave Act (FMLA) administration, including submission, tracking, documentation, and accurate entry of FMLA time in PeopleSoft. Provides expert guidance to employees and supervisors on payroll, leave, and FMLA matters.

HR Records, Compliance, and Training Management
Oversees and maintains comprehensive electronic personnel records for College employees, including appointments, evaluations, licensure, transcripts, promotion and tenure documentation, compensation changes, and compliance records. Ensures records meet institutional, state, and federal retention and confidentiality requirements.
Recommends, develops, and implements internal HR operating procedures to improve efficiency, consistency, and compliance across the College. Maintains compliance documentation related to health requirements, FERPA, HIPAA, background checks, and other regulatory obligations.
Monitors and tracks required training completion for all employees, proactively addressing deficiencies and ensuring compliance with University and regulatory training requirements.

Expected Salary:

$70,000-$80,000

Required Qualifications:

Bachelor's degree in an appropriate area and two years of relevant experience; or an equivalent combination of education and experience.

Preferred:

Demonstrated experience providing advanced HR consultation and advisement to leadership, faculty, and staff in a complex organization or higher education environment.

Extensive knowledge of employment laws and regulations (e.g., FLSA, FMLA, ADA, EEO, immigration/employment eligibility).

Experience administering or overseeing faculty and staff recruitment, onboarding, payroll, leave, and separation processes across multiple employment classifications.

Proven ability to interpret and apply institutional policies, recommend process improvements, and resolve complex or sensitive HR issues independently.

Experience working with HR information systems (e.g., PeopleSoft or similar enterprise systems) and managing data integrity and reporting.

Experience supporting international employees or scholars, including coordination with immigration vendors and international employment offices.

Strong analytical and problem solving skills, with the ability to assess risk and ensure compliance.
Excellent interpersonal, written, and verbal communication skills, with demonstrated ability to build trust and communicate effectively with all organizational levels.

Experience in higher education, healthcare, or other highly regulated environments preferred.

SHRM-CP/SHRM-SCP or PHR/SPHR certification
