Job Description:

Position Summary: 

The Manager of Facilities, Safety, and Security provides comprehensive leadership and management of operational services supporting the College of Public Health and Health Professions and reports to the Executive Director for Finance and Administration. This position supports a broad portfolio of services within the college including facilities management, asset management, safety, and security.

A primary focus of the role is proactive and strategic facilities management for all space assigned to the College, ensuring optimal utilization, safety, functionality, and alignment with academic, research, and administrative needs. The Manager also leads the planning, execution, and oversight of capital improvement and deferred maintenance projects, and is responsible for the procurement of furnishings and coordination of audiovisual (A/V) technology for instructional, research, and administrative environments.

This position serves as the College’s primary Building Emergency Coordinator (BEC) and plays a central leadership role in emergency preparedness and response.

Responsibilities Include: 

Facilities Planning, Operations & Maintenance Oversight

  • Lead day-to-day facilities operations across all college-owned and leased spaces, including building systems, space utilization, and routine maintenance activities.
  • Implement a proactive facilities management model, conducting regular assessments to ensure spaces remain safe, fully functional, and aligned with programmatic needs. Ensure preventative maintenance measures are taken as applicable.
  • Ensure facilities meet standards for safety, accessibility, and operational efficiency while anticipating and addressing emerging needs.
  • Oversee space planning, allocation, and reconfiguration to maximize effective use of college resources.

Capital Projects and Deferred Maintenance Management

  • Identify, prioritize, and scope capital improvement and deferred maintenance projects based on safety, compliance, infrastructure condition, and programmatic priorities.
  • Provide full lifecycle oversight of projects, including planning, design coordination, execution, and close-out.
  • Serve as the College’s primary liaison with university planning, design, and construction teams, as well as architects, engineers, and contractors.
  • Monitor project timelines, budgets, and outcomes, ensuring delivery within scope and alignment with university standards.
  • Coordinate the procurement and installation of furnishings, ensuring alignment with accessibility, functionality, durability, and design standards.
  • Oversee coordination and integration of A/V technology, working with PHHP IT, University and HSC Academic Technology teams to ensure spaces are effectively equipped.

Safety and Security

  • Serve as the College’s primary Building Emergency Coordinator (BEC) with responsibility for emergency preparedness, planning, and response across all College facilities.
  • Develop, implement, and maintain comprehensive, building-specific, emergency management, evacuation procedures, and continuity plans, including response protocols for hurricanes, severe weather, fire, and security threats. Facilitate educational outreach to ensure faculty and staff are well-prepared and response ready.
  • Conduct ongoing risk and vulnerability assessments, identifying gaps in readiness, implementing corrective actions and updating protocols.
  • Coordinate closely with university public safety, emergency management, environmental health and safety, and external emergency response agencies.
  • Promote a culture of safety, awareness, and preparedness across the College.

Stakeholder Communication and Facilities Support Services

  • Serve as the primary liaison between the College and central university facilities units, vendors, and external partners.
  • Coordinate and deliver facilities-related services for events, relocations, renovations, and academic program needs.
  • Respond to urgent or emergent facilities issues, ensuring timely resolution and clear communication with impacted stakeholders.
  • Maintain strong communication channels to ensure transparency around project status, disruptions, and service improvements.

Asset Management Oversight

  • Provide strategic oversight of the College’s asset management operation, ensuring accurate tracking, accountability, and compliance with university asset management policies and procedures.
  • Supervise the Asset Management Specialist, including assigning work, monitoring performance, and ensuring timely completion of asset inventory, tagging, reconciliation, and reporting activities.
  • Ensure proactive management of assets to purge outdated, inoperable, and/or under-utilized assets.
  • Establish and maintain internal controls and processes to safeguard College assets and ensure audit readiness.
  • Perform other duties as assigned or required to support the mission and operational needs of the College.
Expected Salary:

$75,000 - $85,000 annually; commensurate with education and experience.

Required Qualifications:

Bachelor's degree in an appropriate area and three years of relevant experience; or an equivalent combination of education and experience.

Preferred:
  • Advanced degree in Facilities Management, Engineering, Architecture, Business Administration, or a related field.
  • Certified Facility Manager (CFM), Project Management Professional (PMP) or similar professional certification.
  • 5+ years of progressive leadership experience in facilities operations within a large, complex organization—preferably in higher education or healthcare.
  • Demonstrated experience with strategic planning, budget management, and capital project oversight.
  • Strong knowledge of environmental health and safety regulations, building codes, and sustainability practices.
  • Proven ability to lead cross-functional teams, manage vendor relationships, and drive operational efficiency.
  • Excellent communication and interpersonal skills, with a focus on collaboration and customer service.
  • Experience implementing preventive maintenance programs and emergency preparedness plans.
